The City of Sherwood is seeking an experienced and highly motivated
Geographic Information System (GIS) Programmer/Analyst

Sherwood is located in Washington County, a hub for microchip and advanced manufacturing, with a population of approximately 450,000 residents. Washington County communities serve as great places to raise families for those working in Portland as well as neighboring employment centers that make up the metro region.
Performs mapping duties including spatial analysis; writes applications to translate and integrate data from GIS to other systems or from other systems to the GIS database.
Prepares, designs and produces a variety of maps and other graphic representations; incorporates maps, charts, spreadsheet data and text into reports; explains technical information to non-technical staff, including assisting them in accessing and interpreting GIS information.
Provides advice and technical expertise to City departments regarding GIS analysis, evaluation of proposed solutions, and system integration. Provides technical support and makes presentations to Directors, managers, and supervisors.
Designs methods to access data for analysis and performs comparative analysis of data from differing applications such as GIS, AMI, GraniteXP, Hansen, and SQL reports.
Analyzes information, maps, charts and graphs to reveal patterns, trends and hot spots.
Administers information databases by establishing databases and collecting and updating data to ensure the accuracy, integrity and applicability of information.
Coordinates with the Information Technology Department to troubleshoot and resolve system problems, make system modifications, install new and additional software, and ensure data integrity and recoverability is established and maintained. Coordinates with vendors to solve GIS application problems.
Ensures that all systems, applications, and information created, is configured and/or modified securely, and that all confidential information is protected at the highest level.
Serves on or provides support to a variety of committees and user groups as necessary. Acts as liaison between the department and other agencies/organizations to provide and exchange related information.
Maintains positive, cooperative, and respectful working relationships with City staff, other organizations and the general public.
Follows all safety rules and procedures for work areas.
OTHER JOB DUTIES:
Generates PCI project reports for budget and project tracking purposes.
Queries data and provide responses to program and project inquiries.
May perform other duties as assigned.
AUXILIARY JOB FUNCTIONS:
Assists the Public Works Department and other City departments with special projects as assigned. Provides assistance to other staff as workload and staffing levels dictate. Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility. Maintain work areas in a clean and orderly manner.
Ability to program and write code for use in GIS web applications. Use computer-related programs and software applications related to the area of assignment. Analyze situations and identify and troubleshoot pertinent technical problems/issues; collect relevant information; evaluate realistic options; and recommend/implement appropriate course of action. Develop and implement GIS-related projects with sufficient speed and accuracy. Review, analyze, customize, and implement software packages and applications related to GIS projects. Perform complex analysis of geospatial and tabular data and develop mapping products. Interpret, apply, and explain technical materials to non-technical users; elicit user needs and develop and implement appropriate solutions. Document programs and procedures.
Prepare clear, accurate and effective reports. The position holder must be able to demonstrate and have experience with work requiring high levels of attention to detail and producing accurate work. They must be able to work independently with minimal supervision. Working knowledge of practices, principles and techniques used in public works projects; civil engineering design and construction. Working knowledge of methods and materials used in construction of utilities and roads; and the standards, codes, ordinances, laws and regulations governing engineering construction inspections of public works projects. Advanced ability to read blueprints and plan specifications. Ability to maintain accurate records, participate on a team focused on producing high quality results, and ability to establish and maintain effective working relationships with employees, contractors, other agencies, public officials and the general public. Strong internal and external customer service and communication skills. Ability to use a keyboard and word processing, spreadsheet programs or computer aided drafting and design tools and other application software as required by the position. Ability to use general office equipment.
SPECIAL REQUIREMENTS/LICENSES: A valid Oregon driver's license.
DESIRABLE QUALIFICATIONS/EXPERIENCE: CAD software and hardware drafting media. Experience with INFOR or similar program.
PHYSICAL DEMANDS OF POSITION:
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 50 pounds. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment.
WORKING CONDITIONS:
Office work occurs under usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises. Job site visits during construction activities are required, with exposure to all weather conditions, at work sites with exposure to noise levels which may require hearing protection, chemicals, dirt, dust, fumes, confined spaces, etc. Occasional night meetings may be required. Frequent travel within the city limits to observe construction activities. There may be infrequent travel outside of the city. Lifting manhole covers or the equivalent of 50 lbs may be infrequently required. The position incumbent works in a fast-paced office environment characterized by frequent deadlines and constant interruptions.
SUPERVISORY RESPONSIBILITIES:
Supervision is not a typical function assigned to this position. May provide training and orientation to volunteers, students, and personnel on site policies and practices. May exercise lead technical and functional direction over assigned personnel, on site procedures, policies, and practices.
SUPERVISION RECEIVED: Works under the general supervision of the Utility Manager.
