OBJECTIVES:
Harris-Fort Bend Emergency Services District No. 100 (“ESD 100”) doing business as WESTCOM (“WESTCOM”) shall define the position, duties, and minimum requirements for each employee at the WESTCOM Emergency Communications Center.
Title: Geographic Information Systems (GIS) Administrator Reports to: Dennis Maldonado, Director of Technology
WESTCOM Emergency Communications (WESTCOM) is a fast growing regional 911 Secondary Public Safety Answering Point (sPSAP) providing Fire and EMS call taking and dispatching services to various agencies in and around the Greater Houston Area.
The Geographic Information Systems (GIS) Administrator is responsible for creating, updating, maintaining, and supporting GIS data and technology utilized by ESD100 in support of fire department, emergency response, and 911 emergency communication dispatch services. The GIS Administrator will take ownership of ESD100 GIS projects and data, ensuring reliable, consistent, and updated mapping, making continuous improvements to the GIS data and processes. This position works with considerable independence under general supervision of the ESD100 Director of Technology. The GIS administrator must be able to communicate effectively with users and leadership and must be self-motivated and willing to learn.
- Create, update, maintain, and support existing and new GIS data and technology, including but not limited to GIS software, databases, web pages, and tooling
- Integrate and maintain GIS data with Computer-Aided Dispatch (CAD) software for use with 911 emergency dispatching.
- Work with ESRI ArcGIS and other GIS software and tools in support of ESD100 GIS mapping.
- Prepare, plan, produce, maintain, and update a variety of maps, drawings, and tables, displaying layers and attribute data from databases; uses cartographic techniques to represent spatial data.
- Conduct geographical research and analysis using various GIS analytical tools (i.e., spatial analyst, 3D analyst); analyze results to support department decision-making
- Develop and program in various automation and scripting languages to automate common GIS tasks and procedures (Python3, VBScript, HTML/JavaScript, etc.).
- Analyze, troubleshoot, and resolve GIS and CAD application problems; communicates with internal and external technical resources to resolve end user issues; provide guidance to users on methods for correcting reported problems.
- Lead and manage GIS and CAD mapping related projects.
- Monitor ESD100 GIS technology and data, ensuring efficiency and availability of ESD100 GIS data.
- Maintain inventory of ESD100 GIS tools and data, and up to date documentation of policies, procedures, and processes.
- Interact with various GIS partners and vendors in support of ESD100.
- Identify and utilize various external GIS data sources where applicable to ESD100.
- Develop a working knowledge of fire, EMS, and dispatch technology and mapping systems including how users interact with them
- Ability to drive to and survey other locations in and around the region in support of ESD100 GIS mapping.
- Must be available to respond to any critical or emergency GIS technology issues, including 24/7 emergency support during non-business hours (weekends, holidays, inclement weather).
- Perform other duties as assigned.
KNOWLEDGE AND SKILLS:
- Knowledge of the principles and practices of computers, servers, networks, databases, GIS software, GIS technology, and GIS data.
- Advanced geographic information system software specializing in ESRI ArcGIS Pro, ArcGIS Enterprise, and ArcGIS online.
- Knowledge in working with Microsoft SQL (MS-SQL) servers, relational databases, and the SQL programming language.
- Knowledge of geography, cartography, urban, suburban, and rural development.
- Knowledge of maintaining GIS data within a 911 emergency communications CAD system.
- Basic principles of global positioning systems, land surveying, and land records.
- Interpreting land records such as surveys, subdivision plats, and land deeds.
- Basic computer programming or scripting techniques such as Python3, VBScript, HTML/JavaScript, or other languages.
- Understanding of basic cyber security concepts and the ability to work with a constant consideration of cybersecurity best practices.
- Ability to address multiple demands simultaneously; prioritize work and respond to difficult situations under stress of time or circumstances; remain professional and operate effectively in high stress situations.
- Ability to collaborate and work with a diverse team and within the policies and guidelines of ESD100.
- Effectively communicate, work with, and report to leadership at ESD100.
- Applicable State and federal laws, regulations, and statutes.
REQUIRED EXPERIENCE AND/OR QUALIFICATIONS:
- Experience: Two (2) years ESRI ArcGIS v 10.0 or newer, HTML, SQL, and Microsoft Office Products.
- Education: Bachelor's Degree in Geography, Computer Information Systems, Database Administration, or related field.
- Must be at least 18 years of age.
- Valid Texas Driver’s License with a satisfactory driving record.
- Communicate clearly and concisely, relay details accurately both verbally and in writing.
- Must read, write, and speak English.
- Must pass all applicable pre-employment screenings to include a drug screen and background investigation.
Hiring Range:
- $60,000 to $80,000 annually, depending on qualifications.
Compensation & Benefits will be determined by the Commissioners of Harris-Fort Bend ESD No. 100.
