This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Information & Communications Department.  The anticipated life of the employment list is six months.  If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

 

This position is responsible to direct, coordinate and manage all activities associated with the County’s Geographic Information System (GSI). Responsibilities will include providing support for user departments’, GIS applications, and serve as a representative of the County’s GIS Policy and Direction Committee.

 

Current vacancy is with the TCICT Department located in Visalia. 
 
 
Typical Duties
Direct, coordinate and manage all activities associated with the acquisition, installation and operation of the GIS. Oversee the work of consultants, contract employees and others in developing the base map and map layers. Develop training and assistance programs for system users; maintain back-up programs and data files and develop appropriate security measures. Manage the design and development of all databases associated with the GIS base map and each of the subsequent map layers. Administer standards and procedures for the production of GIS maps. Develop and administer quality control standards for map and data attribute data conversion, maintenance and output display. Analyze data processing requirements in order to negotiate and make recommendations on appropriate software and hardware options. Coordinate activities with the general public, private utilities and government agencies to effectively disseminate digital map data. Formulate and maintain short and long-range plans for County-wide GIS applications. Develop and maintain all project plans relating to GIS and report status accordingly. Represent the County's GIS Policy and Direction Committee's view, concerns, needs and problems to the central computing groups and the governance structure. Provide advice and consultation to user departments on GIS computing solutions. Work closely with county, city and state representatives on issues regarding GIS. Minimum Qualifications
Education:  Equivalent to a Bachelor's degree from an accredited college or university with major work in GIS, Geography, Data Base Administration, Civil Engineering or related area.
 
Experience:  Three (3) years of experience in ESRI ArcGIS Pro with two (2) years of experience in a lead or supervisory role. 
 
License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.

 

Knowledge of:  Current computer systems, peripherals and mini- and micro-computer technology. Computer operating systems such as Windows. Database and programming design principles. ArcGIS Dashboards, Story Maps, Solutions, Survey123, Field Maps. Management information and data communication technology and terminology. GIS spatial analysis techniques. Cartographic methods.  Management information systems or information technology terminology.  Principles and best practices of staff supervision.  Principles of solid and effective customer service.
 
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Review, analyze, formulate and implement plans for current and future automated systems for GIS. Use coordinate geometry (COGO), geodetic coordinate transformation, digital map translation, database management and interactive mapping software in support of the GIS. Use basic GIS tools and software to develop specialized thematic maps and mapping applications. Write programs and program specifications. Develop and maintain cooperative working relationships with vendors, officials, staff, providers, and the general public. Review proposals, feasibility and cost studies, draw valid conclusions and implement findings. Prepare reports, specifications, RFPs, contract documents, procedures and regulations. Communicate effectively in written and oral/presentation form.  Act positively and efficiently under pressure.  Prepare clear, concise instructions and procedures using correct grammar, punctuation, and spelling.  Maintain effective working relationships with co-workers, other departments, state agencies, and outside organizations. Adjust to changes in work assignments. 
 
License or Certificate:  Possession of, or ability to obtain, an appropriate, valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening.
