Nature of Work

Coordinate and oversee the ongoing support, design, development, and management of enterprise database systems related to GIS operations to assure the systems, information, and associated applications function and evolve as needs change.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded RX24.


Duties and Responsibilities
  • Develops, recommends, and maintains standards for the continued implementation and maintenance of an Enterprise GIS (EGIS) to support distributed functionality with centralized data management; facilitates accurate data conversion and successful importation using SQL Server Integration Services (SSIS) to create and support interfaces between the EGIS and business systems including data export, translation and loading functions; functions as EGIS liaison to user departments and other agencies to provide consistent, accurate, and timely information in compliance with established policies and procedures.

  • Manages a centralized multi-user Geodatabase, including the management of hardware/software resources, systems, licenses, and configuration, using current GIS mapping software, such as Esri products including ArcGIS Desktop, ArcGIS Server, and SDE, in a Microsoft SQL environment, to support data conversion and integration of third party applications; provides project and system support and oversight to GIS Analysts decentralized in various City departments; programs application modifications and enhancements and manipulates, integrates, and compiles data to accomplish project objectives; develops web enabled applications using visual studio in a .Net Framework environment; develops and maintains GIS metadata, edits and refines GIS data sets and procedures, and performs audits and quality control checks to assure integrity of GIS data and applications; manages technical duties to achieve goals with available resources.

  • Reviews and oversees quality control procedures to assure integrity of GIS database and accurate consolidation of data sets; troubleshoots both hardware and software problems related to the function of an EGIS system, specifically an EsriArcGIS implementation, to provide system and user support and resolve issues. 

  • Conducts needs analysis and utilizes best practices and available software development tools to recommend and implement effective solutions to meet user needs; creates database designs and models, develops documentation, and conducts system checks to verify functional and customer requirements; develops detailed functional plans, system, and program specifications using structured design methodologies and provides advanced GIS analysis to meet established goals and objectives.

  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedure

  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.

  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.  

  • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes. 

  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.

  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Bachelor’s Degree in Computer Science, Geography, Geology, Geographic Information Science and Technology or related field AND five (5)years experience in developing and managing an EGIS utilizing current GIS mapping software such as ArcGIS SDE Geodatabase with MS SQL in a multi-user environment. A combination of education, training and experience may be applied in accordance to City of Las Cruces policy.

 

Valid driver’s license may be  or preferred.  If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies. Municipal government experience preferred.  Associate Esri Technical Certification or other applicable certifications may be preferred.

 

Knowledge, Skills, and Abilities

Considerable Knowledge of: principles, practices, and techniques of relational database administration, geographic information systems, EGIS system development, application server hardware, operating systems, application software, structured query language, spatial and tabular databases, and data compilation techniques; current and emerging technologies and their applications to improve services; Content Standard for Digital Geospatial Metadata (CSDGM) and National Geospatial Data Clearinghouse (NGDC) standards; principles of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging; current versions of Esri in a Microsoft environment including ArcGIS Desktop, ArcGIS Server, SDE on MS SQL; EsriArcGIS SDE Multi-User Geodatabase, data conversion, and integration of third party applications in a MS SQL environment; SSIS to facilitate data conversion and importation; Arc Macro language; graphics applications and overlays, and spatial models for computer analysis; principles and capabilities of computer systems, networked environments, and peripheral devices; GIS database systems integration, quality assurance procedures, and documentation of data sets; hardware and software troubleshooting techniques to support effective development and management of an EGIS according to strategic planning initiatives, established policies, and procedures.

 

Ability to:   assess and prioritize multiple tasks, projects and demands; effectively communicate to groups and individuals of varied backgrounds; express oneself clearly and concisely orally and in writing; establish and maintain effective and appropriate working relationships with city employees other government agencies and the public; firmly and impartially coach, mentor, and lead the activities of staff; use initiative and independent judgment within established procedural guidelines; prepare and present accurate and reliable reports containing findings and recommendations; perform a wide variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and to ensure achievement of City goals and objectives.

 

Skills in: assessing, analyzing, identifying and implementing solutions to technical problems; providing technical support and training in the use and automation of data input, output, and mapping work of GIS; designing and developing an EGIS; coordinating, planning, and maintaining an EGIS, related systems, and tasks; utilizing computer technology to plan, organize and conduct research, develop specifications, and generate reports; performing accurate data entry and mathematical calculations; computer cartographic design, layout, and production for a variety of different subject matter; reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections; compilation, analysis, and presentation of technical and statistical information; interpreting and communicating technical instructions and analyzing complex variables; using initiative and independent judgment within established procedural guidelines.
