USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Humanitarian Information Team (HIT) is responsible for factual reporting to the public and United States Government (USG) interagency on humanitarian assistance and response efforts globally. HIT Information Officers (IOs) and Geographic Information Systems (GIS) Specialists are the lead reporting point of contact for USAID/BHA, providing clear, accurate, and timely information on humanitarian developments and response for program staff and USG senior leadership to support humanitarian decision making.
The HIT comprises more than 50 IOs and GIS Specialists, along with a management team, who work closely together. Part of the Strategic Communication and Humanitarian Information Division in USAID/BHA’s Global Policy, Partnerships, Programs, and Communications (G3PC) Office, GIS Specialists will produce internal and public-facing maps, GIS analysis, geographic data support, and subject matter expertise. As part of the HIT, the GIS Specialist will report to the HIT GIS Manager, with additional guidance from HIT leadership.

- Create cartographic products and provide geospatial services for BHA to support program management, analysis, planning, and advocacy.
- Collaborate with USAID/BHA staff to develop innovative geospatial products that enhance social media posts, stories, and other creative communications content.
- Provide mapping support to an assigned area of coverage based on BHA regional offices and sub-regional teams. Identify geospatial requirements for the region and develop products to satisfy those requirements.
- Serve as a Geographic Information Officer supporting the mapping and analysis needs of Response Management Teams (RMTs) in Washington, D.C., and/or field-based Disaster Assistance Response Teams (DARTs).
- Maintain familiarity with and access to relevant geographic tools, resources, and data.
- Assist in establishing data management and data acquisition systems for map production.
- Serve as a subject matter expert in the areas of GIS and Cartography.
- Assist in creating and maintaining cartographic standards and templates for map production.
- Coordinate as needed with peers across USAID, the State Department and other U.S Government agencies, and the humanitarian community.

- Minimum Education and Experience
- MA/MS and 0 years of relevant experience, OR
- BA/BS and 2 years of relevant experience, OR
- High school diploma and 6 relevant years of experience
- Experience must culminate in a set of responsibilities similar to those of this position.
- Preferred Education and Experience
- MA/MS and at least 3 years of experience in Geography or related discipline, OR
- BA/BS and at least 5 years of experience Geography or related discipline, OR
- High school diploma and 9 years of experience in Geography or related discipline
- Required to have US citizenship with the ability to obtain and maintain a Secret Clearance.
Additional Qualifications and Requirements
- Must demonstrate professional GIS and Cartographic experience with a strong portfolio that reflects the ability to process complex datasets and create detailed and engaging cartographic products.
- Strong applied knowledge of Esri ArcGIS Pro/ArcGIS Online or similar open-source GIS software. Adobe Illustrator experience is also required.
- Strong conceptual knowledge of human and physical geography, cartographic design and production, and geospatial analysis.
- Familiarity with a wide range of spatial data formats.
- Familiarity with humanitarian assistance, disaster response, or international affairs is preferred but not required.
- Possess excellent judgment and reliability.
- Have strong organizational skills and exceptional attention to detail.
- Possess excellent oral and written communication skills.
- Have strong working knowledge of Microsoft Office and Google Suite.
- Be able to multitask and work under deadlines in a fast-paced and collaborative environment.
- Be capable of prioritizing tasks and follow up on actions without prompting.
- Be flexible and adaptable to changing circumstances.
- Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
- Working Conditions and Physical Requirements:
- Hybrid work requirement with the ability to telework;
- Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.

Full pay range for this position is $106,000.00 to $110,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
