Position Overview

This position is responsible for the oversight, development, and maintenance of the Geographic Information System (GIS) program. The incumbent is responsible for building and managing the GIS program capabilities within the agency, ensuring successful execution and documentation of GIS projects, managing end-user training and production support of GIS applications. This position provides input for short and long-range planning on projects, budgeting, administrative, analytical, and technical support functions.

Essential Functions
  • Assists the EPMO on major and intermediate projects with the planning and coordination of the analysis, requirements, design, and implementation of GIS-based applications.
  • Manages the GIS program to include developing, implementing, documenting, and supporting production GIS applications, programs, and procedures for all end-users.
  • Develops long-term strategies for using GIS technology, including establishing goals and objectives for the department.
  • Develops and manages the technical environment for the GIS technologies to maximize efficiency and productivity.
  • Manages the financial requirements for GIS projects and oversees expenditures in coordination with the Bureau of Information Processing Budget and Finance Manager to ensure funds are utilized efficiently.
  • Monitors technological developments in the field of GIS, updating software as needed, and supervising staff who perform these tasks.
  • Oversees the creation and implementation of maps, charts, and other visual representations of data to be used for business purposes.
  • Conducts research on new technologies in GIS and mapping applications and evaluates existing GIS systems to determine which methodologies and products best serve the department’s needs.
  • Provides oversight of end-user support of Geographic Information Systems with problem resolution and training.
  • Functions in a customer service role and provides responsive and respectful interactions with project team members, stakeholders, and end users.
  • Serves as member of the Geospatial Committee and coordinates with CADD to ensure activities are aligned in the geospatial environment.
  • Serves as a member of the department’s GIS User Group and maintains contacts with vendors, as directed by bureau management, to maintain a high level of expertise in GIS.
  • Participates in continuing education on emerging GIS application development technology.
  • Prepares comprehensive oral and written reports on GIS-based issues and topics as assigned.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of a bachelor's degree majoring in computer science, GIS, geography, geology, computer information systems, environmental science, surveying, or data science plus three years of experience managing GIS application design, development, implementation, supporting GIS applications or a combination thereof; OR Eleven years of experience managing GIS application design, development, implementation, supporting GIS applications or a combination thereof.
Preferred Qualifications
  • Supervisory experience.
  • Comfortable working in a fast-paced, multi-task-oriented team environment.
  • Excellent verbal, written and listening communication skills and ability to communicate effectively with end-users, staff and Agency management while maintaining harmonious relationships.
  • Proficient in project management skills such as planning, evaluation and implementation of GIS related projects and program.
  • Ability to use data analysis for understanding the needs of the Agency and developing strategies to meet those needs.
  • Ability to constantly enhance knowledge of GIS technologies and curiously keeping abreast of GIS technological advances.
  • Ability to read and interpret financial data to make informed decisions about budgets and procurement requests.
  • Apply critical thinking in anticipating problems and providing creative alternative solutions to improve processes.
  • Intermediate knowledge of Microsoft applications (Word, Excel, Project, PowerPoint, Visio).
  • Excellent follow through on actionable items; analysis, synthesis, and problem-solving skills, deductive and inductive thinking skills.
