Moderate to complex technical work creating mapping products and working with spatial data on the County's Geographic Information System (GIS). Maintenance of addressing data in the centralized and enterprising geodatabase. Coordinate large scale addressing projects with internal departments and Developer liaisons. Research of legal records, files, parcel maps, legal descriptions, construction plans and survey plats/maps. Coordinate addressing activities and updates with outside agencies.
Essential Job FunctionsResearch files, maps, plans, plats and other records for historical information to verify existing address and spatial information for E911, utility companies, USPS, realtors, developers and the public. Determine the physical address, spatial location, Parcel I.D. number and street name of properties for entry into the county's addressing geo- database. Coordinate addressing and plati-review using AutoCAD and the Acella system for project tracking and invoicing. Update existing records when inconsistencies are found or supporting addressing information is needed in accordance with established policies and procedures. Correct and maintain street name and range values while coordinating updates with other agencies. QA/QC spatial topological relationships within the addressing dataset for network connectivity. QA/QC in-house addressing software for compatibility with future version of ArcGIS Pro. Coordinate any large scale addressing changes with developers, the public, and interested agencies for E911 compliance.
Other job functions include creating thematic geospatial datasets; generating programming for and analysis of spatial data; producing hard copy maps, reports, and analysis of large scale addressing changes for E911 compliance.
Operating and maintaining GIS equipment; utilizing countywide, desktop computers and mobile devices. Able to lift up to 40 lbs. Assist customers on a walk-in basis. Participates in department projects and performs other duties as required.
- Knowledge of NENA addressing standards.
- Knowledge of spatial analysis, modeling, and statistics; qualitative analysis; network analysis; data mining.
- Knowledge of analytics to include vector, raster and object data models; data compilation, management, generalization and aggregation; use and evaluation; and data quality.
- Cartographic principles for thematic and interactive map production.
- Knowledge of earth geometry, land partitioning systems, geo-referencing systems, datums, map projections; GPS, digitizing, field data collection, satellite, and aerial imagery, and metadata standards.
- Knowledge of personal computers and mobile devices; SQL querying of spatial or tabular data; use of database management systems; computer-aided design (CAD) and drafting work.
- Ability to analyze assigned problems; gather and organize the data to arrive at valid conclusions.
- Knowledge of Geographic Information System design for application, model, database design, and planning and implementation.
- Knowledge of ethical, legal property and economic aspects; public section use; and dissemination of GIS information.
- Ability to establish and maintain effective work relationships with employees, public and other agencies.
- Familiarity with Python and Arcade.
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication. Able to lift up to 40 lbs.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in GIS, Geography, Engineering, or a related field and two (2) years' work experience in GIS OR Associate degree and four (4) years' work experience in GIS. Proficiency with ArcGIS and ArcGIS Pro, AppBuilder or Experience Builder, and Structured Query Language (SQL). Two (2) years' experience of addressing assignment and research, utilizing a GIS based Enterprise Level Addressing software. Experience with CAD software.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Certificate from ArcGIS training class or equivalent preferred.
