GENERAL PURPOSE
Performs routine and complex GIS data analyses, database, and mapping-related assignments for several city departments. To support the maintenance and development of existing and new GIS applications and the creation or updating of GIS information.
SUPERVISION EXERCISED
Employee has no supervisory responsibility.
CORE COMPETENCIES:
Performs a variety of Citywide GIS application development functions. Evaluates, installs, maintains, and enhances GIS applications. Creates custom GIS web applications for City departments.
Performs data compilation tasks that involve various types of municipal, utility and engineering data utilizing data entry and data migration and manipulation techniques.
Reads and interprets land maps, understands the properties of maps including distance, scales, and legends.
Possesses a working knowledge of GIS principles, ESRI software, topology rules, subtype and domain implementation, utility networks and cadastral principles.
Manages new and existing application projects.
Assists in the evaluation of city-wide projects for GIS databases.
Produces inter-departmental mapping products, including general mapping, GIS web applications, modeling, or specialized analytical reporting.
Provides GIS related training, assistance and technical guidance to users and staff.
Possesses a working knowledge of a GPS data collector to collect City assets and process GPS information.
Assists the GIS Manager in overseeing Citywide and regional NG911 addressing and GIS related tasks and projects.
Oversees the assignment of addresses for all properties platted or developed within the City limits and acts as a regional 911 addressing coordinator.
Acts as the CityWorks Asset Management System Administrator and possesses a working knowledge of CityWorks Designer including the ability to modify XML code.
Applies a working knowledge of spatial data workflows and procedures, robust spatial analysis, and advanced use of Esri software products such as ArcMap\Catalogue,
ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, ArcGIS for Portal, ArcGIS Online and other ESRI partner applications.
Utilizes ESRI’s model builder in the creation of spatial queries, modeling applications, and scripting program code.
Utilizes MS SQL Management Studio for the purpose of maintenance and administration of GIS Enterprise databases and related databases. Possesses knowledge of the T-SQL programming language and the creation of database views.
Manages the preparation and maintenance of GIS SDE databases, web services and GIS servers.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Performs a variety of office related functions, including preparing correspondence, maps, presentation materials, reports, printing materials, answering phones, and responding to inquiries from consultants and vendors, staff, and the public.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and comply with City of Killeen driving policy accordingly.
Establish and maintain effective working relationships with those contacted during business.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
1. Bachelor’s degree in GIS or related field; and
2. Three (3) years of experience in a GIS position or related field required; or
3. Any equivalent combination of related education and experience
SPECIAL REQUIREMENTS
Must have a valid Texas driver's license by date of hire.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, employees, consultants, other governmental agency representatives, City officials and the general public.
- Ability to work cooperatively with GIS team and other city departments.
- Knowledge of GIS principles, practices, and methods as applicable to a municipal setting.
- Some knowledge of applicable City policies, laws, and regulations affecting Division activities.
- Skill in advanced GIS application development.
- Ability to perform complex analysis of geospatial and tabular data and develop mapping products.
- Ability to routinely and effectively provide direction and support to other team members.
- Possesses knowledge for the use of SQL management studio.
- Possesses knowledge for the use and functionality of CityWorks AMS
- Ability to presenting complex concepts to audiences of different levels of technical sophistication.
- Ability to write clear, concise memos in non-technical terminology to brief managers and supervisors.
- Ability to oversee and perform entry and validation of SDE database records including metadata and maintenance plans.
- Ability to work in a team to plan, assign, and/or assist in overseeing the work of others.
- Ability to coordinate with city departments to evaluate workflows and ensures GIS related needs are being met.
- Ability to develop, maintain, and troubleshoot GIS web services and applications using Esri’s ArcGIS for Server, Portal for ArcGIS, and ArcGIS Online. Includes understanding basic HTML, XML, and JSON code.
- Ability to write basic automation python scripts and processes to perform routine data maintenance and other tasks.
- Ability to assist the GIS Manager in Project management tasks including knowledge of scoping through implementation.
- Ability to create extract, transform, and load (ETL) tools using ESRi’s and FME’s Data Interoperability Extension.
- Ability to use a GPS data collector to capture city asset locations.
- Ability to interpret Python code and T-SQL code.
- Ability to solve problems, test, install, implement GIS programs and troubleshooting system issues. Including but not limited to ArcGIS and web application errors.
- Ability to define, analyze, and find solutions for difficult or complex problems using GIS technology.
- Ability to interpret land records such as surveys, subdivision plats, and land deeds.
- Ability to define map projections and scale.
- Ability to display data using cartographic techniques. Effectively uses map layouts and elements.
- Ability to operate large format printers/plotters.
- Ability to use AutoCAD software preferred.

Personal computer, including GIS and Computer Aided Drafting software; word processing; spreadsheet; and various database types, standard drafting tools; GPS unit and related equipment; calculator; motor vehicle; phone; copier, and plotter/printers.
