Under general direction, in a staff capacity, of the Community Development Director, performs work related to the development, implementation and maintenance of the City's Geographic Information Systems (GIS). Responsible for the multi-departmental development, coordination and training of city staff related to various components of the GIS including; maps, data sets, system applications, information files, database management, etc.  Responsible for policy analysis through public contact, research and analysis, written reports and presentations.

The following duties are normal for this position but dependent upon the level of skill, ability, and experience of the individual.  They are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Assist in the administration of city-wide enterprise geographic information system (GIS), including but not limited to; servers, software, virtual machines, network connections, and user experience & training.
  • Assist in GIS database development, GIS server maintenance and backups.
  • Administers, coordinates, and manages GIS application development and customization for various City departments as assigned.
  • Develops, reviews, plans and performs activities related to the development, implementation and assists with maintenance of the City's Geographic Information System, associated asset databases and cloud-based servers and custom GIS applications with a primary emphasis on the Community Development Department.
  • Provides recommendations on procedures and equipment, custom mapping, reports, and data analytics.
  • Supervises and reviews the collection of GIS data with a primary emphasis on the Community Development Department. Collects GIS data utilizing GPS equipment while adhering to city data collection standards.
  • Modifies and maintains city-wide maps and geographic data within the Community Development Department and all other City departments, as assigned.
  • Maintains the Des Moines Regional GIS Datasets.
  • Develops new data sets for use by the City, as directed.
  • Generates, collects and processes data through the use of legal documents, desktop & mobile applications, aerial photography, GIS software, GPS equipment, and UAV equipment as applicable.
  • Performs basic and advanced GIS data conversions and analysis.
  • Reviews and coordinates acquisitions of data, mapping products and services from outside vendors and organizations.
  • Provides information and responds to inquiries from contractors, developers, property owners, staff and the general public.
  • Represents City at various community, regional and state boards and commissions related to the City's GIS activities.
  • Provide training in procedures, equipment, GIS applications to Community Development Department and other City departments as directed.
  • Assists other City departments with GIS related activities and attends various City meetings as directed.
  • Regular work attendance is required.
  • Performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
BA degree with major course work in Planning, Computer Science, Management Information Systems, Cartographic Science, Geography or related curriculum.  A thorough understanding of Geographic Information Systems, relational database management, system applications and related technologies is also required as would be acquired through a minimum of three years of related work experience in an organization, which utilizes ESRI ArcGis and related products.

MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.  Ability to understand and follow oral and/or written policies, procedures and instructions.  Ability to prepare and present accurate and reliable reports containing findings and recommendations.  Ability to operate a personal computer using standard or customized software applications.  Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.  Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time sensitive deadlines.  Ability and willingness to learn quickly and put to use new skills and knowledge brought about by rapidly changing information and/or technology.  Possession of a valid Iowa driver's license or evidence of equivalent mobility.

Physical Requirements
Essentially sedentary work involving sitting, walking, standing, occasional bending, lifting and carrying paper and related light objects generally weighing 10 lbs. or less. Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodations, which permits employee to communicate effectively.  Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to observe a wide variety of written material in electronic and hard copy form.  Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer and related equipment.  Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, which permits the employee to function within the general office environment and have access to various work sites throughout the City.  Occasional outside work in required which includes seasonal exposure to cold and heat.  When working outside, the employee may be exposed to darkness/poor lighting, dirt/dust, fumes/odor, isolation, noise, vibration, wetness/humidity, working on uneven ground and mechanical hazards.
  
 SPECIAL QUALIFICATIONS
 Successful completion of a post-offer drug screen.
