Job Summary
This is an intermediate-level professional, technical, analytical, and customer-oriented position in the Information Technology Department. The role of GIS Analyst is primarily to support enterprise spatial systems, databases and applications to ensure usability, availability and security. The GIS Analyst facilitates all activities related to the design and maintenance of the city’s enterprise spatial systems. This includes providing technical services, GIS solutions, complex analysis, and project management to all customers who use enterprise GIS technologies.  
 
This position supports documenting, maintaining, and ensuring reliability of GIS platforms and related data. Analyzes business needs and processes; implements and adheres to city data accuracy standards and procedures; assists business process automation; performs complex GIS analysis; and helps develop and implement GIS solutions to meet those needs. The GIS Analyst works with Senior GIS Analyst/Programmers and may act as backup for the Senior GIS Analyst/Programmer as necessary. Under direction of the division manager, this position may be assigned to special projects as needed in accomplishing department initiatives and achieving strategic goals of the department and city.
 
Principle Accountabilities 

  • Implements the overall spatial systems, including related application, data development, and system integration tasks as described in the city’s GIS plan. 
  • Helps develop and enforce standards and procedures for ongoing GIS database development, data quality control and maintenance, advanced data analysis, cartographic design and mapping, and interdepartmental operating procedures. Provides technical and consulting support to all customers and outside agencies/jurisdictions. 
  • Performs data management tasks such as database and schema design, specification reviewing, metadata creation, and data distribution. 
  • Responsible for data maintenance, development  and management tasks which include: geodatabase design, data conversion, quality control, data loading, conversion preparation, source compilation, digitizing, data loading, versioned editing, ensuring data integrity and accuracy, acceptance testing, data manipulation and troubleshooting to ensure data integrity, accuracy, and currency. Conducts complex spatial, geo-statistical, network, 3D, and/or business analysis of data themes that provide quantitative and qualitative solutions to a problem. 
  • Produces and provides technical and mapping services for all city departments and for public presentations.
  • Assists in process automation for common maintenance, analysis, mapping, and application tasks.


Essential Responsibilities 

  • Serves as a technical resource for the implementation of GIS projects. Assists in the identification of business and functional requirements, documents workflow analysis to help streamline business processes, and promotes efficient uses of GIS software and processing. 
  • Works with the GIS User Group to garner support for the GIS work plan and applications. Provides timely and complete information to the organization on GIS activities.
  • Ensures system performance through effectively utilizing the city’s core geographic reference data, integration of applications utilizing standard architecture and using accepted tools and techniques.
  • Analyzes the GIS application needs and business processes of client departments to recommend and perform best practices for application development projects. Assists with software system testing and validation procedures, scripting and documentation.
  • Performs complex spatial, geo-statistical, network, 3D, or business analysis of data themes and produces spatial processing models to support business decision-making processes.
  • Performs research and suggests products and/or methods for applying technology to address organizational needs. This includes providing high-quality and detailed consultation services, technical support, troubleshooting, and training to city departments.
  • Ensures city technology standards and policies.
  • Is available to perform technical GIS-related administration tasks (after hours if necessary) in support of systems and related services.
  • Provides high-quality, timely and user-friendly geographic information to staff and the public for presentations, and for formal and informal information requests.
  • Maintains knowledge of current GIS methods, applications and database technologies through professional literature, product research, continuing education, or conferences and seminars.
  • Maintains detailed, up-to-date documentation of GIS. procedures and designs, including metadata development, and training guides.
  • Work as part of a team to communicate effectively with all levels of staff and management.


Peripheral Responsibilities 

  • Serves as backup to other staff performing GIS functions in the organization to ensure the continuity of all services and support across systems and applications.  
  • Performs other duties as assigned.
Knowledge, Skills and Abilities
  • Knowledge of the principles and best practices of GIS database design, development, implementation, administration and maintenance.
  • Familiar with the principles of relational database design.
  • Comprehensive knowledge of ESRI software products including desktop, mobile, and server. Experience with ArcGIS Server, ArcSDE, Image Server, Map Services, and Web Services. 
  • Knowledge of the operation of client/server computer systems and networks in a Microsoft Windows environment.
  • Knowledge of methods and techniques for effective public project and contract management with multi-departmental initiatives.
  • Working knowledge of data technology concepts such as data communication and security as they relate to GIS products and integration with other systems.
  • Familiar with application development methods and techniques.
  • Familiar with AutoDesk software products and various data formats.
  • Knowledge of the mapping sciences, including land surveying, photogrammetry, GPS, remote sensing technologies, and cartography. 
  • Excellent organization, time management, problem solving and planning skills.
  • Ability to use SQL statements to query geodatabases in ArcSDE SQL Server  and in Microsoft Access
  • Ability to use Python, ArcPy, and/or Model Builder to perform table manipulation, geoprocessing, and data maintenance tasks for process improvement.
  • Knowledge of spatial and statistical analysis techniques. 
  • Ability to evaluate and analyze spatial data integrity and quality.
  • Ability to use Visio or similar software to create workflows to organize projects, businesses processes, and maintenance plans.
  • Knowledge of advanced editing tools such as COGO and rule-based topology for complex data maintenance.
  • Knowledge of the functions of municipal departments and interdepartmental working relationships.
  • Knowledge of federal, state and local codes, and laws and regulations which are pertinent to the GIS discipline.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with GIS team members, staff, vendors and the general public. 
  • Ability to communicate concisely and clearly, both orally and in writing, including the ability to effectively convey technical information to non-technical audiences.
Qualifications

Minimum Qualifications 
Bachelor's degree in Science, Information Technology, Engineering, Geography, or related field and three or more years of information technology/GIS experience required (at least one (1) year working in data development with land information systems (LIS) and GIS, including strong technical experience with geographic database design, GIS data conversion processes, complex spatial data analysis and modeling), or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.

Working Conditions 
Incumbent is typically required to reach, stand, walk, type, talk, hear and perform activities requiring repetitive motions. Work is typically light work: Exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of force greater than that for sedentary work and the worker sits most of the time, the job is rated as light work. Work is conducted in an open office environment with constant distractions.
