GIS Analyst
Section 1 - Position Summary
Under the direct supervision of the GIS Supervisor, this position works with staff, customers and consultants to gather, validate, and implement requirements, and provide solutions using ESRl-software with a focus on new and emerging GIS technology. Daily responsibilities include maintaining database information including, but not limited to, File Geodatabases, SDE databases, SQL databases, asset management system (Maximo) records and validating geographic information by georeferencing and comparing construction "As Builts" with current GIS Development or Production databases. This role will provide daily expertise in the development of the District’s GIS capabilities to meet strategic goals within tight deadlines, and by providing ongoing support and improvements to GIS project workflows and documentation.
Section 2 - Major Responsibilities
1. Aids in documenting current business processes and models.
2. Conducts geospatial analysis using ArcGIS software, extensions, and online enterprise services.
3. Compares engineering design plan sets or construction “As Builts” with current or newly collected GIS data.
4. Prints out large maps and district documents using a plotter and has the ability to troubleshoot printing errors.
5. Assists in developing, writing and updating SOP’s from the design of GIS workflow solutions.
6. Creates system-wide maps, applications, data visualization and custom reports for special projects.
7. Creates exhibits for Board and Committee presentations with specific customer parameters with quick turnaround times.
8. Develops visualizations that tell an effective data story to key business decision makers and board members.
9. Maintains best practices for GIS solutions deployment per District standards.
10. Performs geospatial analysis for a wide range of requests using data in different formats and from various sources; geocodes and converts these data to GIS format as needed.

12. Verifies the collected data is within required quality standards; performs data editing and quality control review of GIS layers.
13. Maintains the quality of GIS data by adding, modifying, and deleting asset data.
14. Develops simple meaningful dashboards and reports for customers working within multiple departments.
15. Fields incoming requests from end-users to resolve application and software issues within servers, geodatabases, and other GIS-related mission-critical application systems.
16. Identifies and learns appropriate software applications used and supported by the organization.
17. Assists in creating and maintaining ArcGIS Server web services consumed by various GIS applications.
18. Participates in the design, development, and delivery of GIS software applications training programs and individual end-user support.
19. Designs and deploys GIS web applications for District employees or outside consultants to help manage GIS access privileges, data security, and backup/recovery procedures.
20. Performs other duties as assigned.
Section 3 - Knowledge, Skills & Abilities
1. Familiarity with GIS applications in planning, public policy or related intergovernmental processes. Familiarity with ArcGIS Desktop, ArcGIS Pro, AGOL and ArcGIS Enterprise.
2. Fundamental knowledge and skill in the operation of GIS equipment, including computer hardware, plotter/printer setup, GPS, etc.
3. Knowledge of Python preferred, but not required.
4. Excellent customer service and interpersonal skills. Ability to communicate effectively with people at varying levels of computer literacy, including technical staff and non-technical users.
5. Ability and willingness to quickly learn new technologies and software, at times without formal training.
6. Ability to manage basic projects through analysis of requirements, priority and task management, collaboration, ongoing communication, and a drive to deliver quality solutions.
7. Responds quickly to emergent problems and focuses both on long-range projects and immediate tasks in a fastpaced and changing environment. Must have a high level of energy and responsiveness.
8. Ability to analyze problems, identify alternative solutions and consequences of proposed actions, articulate possibilities, and implement recommendations to support departmental goals.

Section 4 - Education and Experience
1. Bachelor's degree, Graduate Certificate or equivalent experience in Geography, Cartography, Planning or a related field.
2. Two or more years of experience with ESRl's ArcGIS suite of software, version 10.0 or higher.
3. Two or more combined years of experience working with GIS, EAMS, CMMS, ERP, HRIS, CRM or using relational databases, data retrieval, and ad-hoc reporting tools (SQL and SQL Reporting Services).
4. Requires a valid Texas Driver's License.
Section 5 - Environmental Factors, Activity Levels and Equipment
Work conditions may vary from indoor to outdoor. Outdoor activities may involve exposure to hot, cold, dusty, dirty, and/or noisy conditions. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling. Must be able to lift up to 30 pounds. This position may be required to occasionally visit NTMWD facilities.
