The City of Grand Island, Nebraska, is lookng for a qualified candidate to fill their GIS Coordinator- PW position. This position functions as the coordinator for the geographic information system (GIS) system for the Public Works Department. This position provides senior level administration, design, development, integration, analysis, quality control, user support, and training of all Public Works geographical information system (GIS) software, geospatial data and mapping resources using the ESRI GIS product line. It also performs challenging technical tasks using ESRI software and/or other interactive application software to support the reliable operation of the Department of Public Works GIS and OpenGov/Cartegraph OMS asset management software as well as the integration of GIS and GraniteNet software used for video inspection of sanitary sewer and stormwater pipes and structures.
Essential Functions:

Administers the Public Works versioned enterprise geodatabase, designs and creates new spatial datasets, tables, and route systems; manages user access to geospatial data; and creates/maintains coded value domains, attribute rules, and database sequences.
Performs complex queries and data analysis of GIS datasets and tabular data.
Responsible for the creation, maintenance, and quality control of all Public Work GIS data.
Assists in the preparation and evaluation of "Requests for Proposals" for Engineering and GIS consultant services.
Administration, configuration, and training/user support of OpenGov/Cartegraph OMS and Cartegraph Asset Management including interface customization, GIS integration, user administration, role administration, import/export administration, automation manager, record filter administration, scenario builder, structure manager, etc.
Integrate GraniteNet pipe inspection data with GIS.
Designs and develops custom software code for GIS applications.
Integrates the Public Works GIS database into vendor supplied solutions.
Conducts user needs assessments and recommends implementation of GIS needs and development of future GIS related products.
Designs, develops and maintains Public Works GIS database schemas and documentation.
Assists in designing, developing, and implementing GIS workflows.
Responsible for the development of plans and procedures for effective integration or transfer of GIS data from various sources into usable databases.
Assigns, tests and manages security policy groups and user permissions to digital information.
Demonstrate and explain computer system software capabilities to potential users; provide specialized training, software and data support, and mentoring for City staff.
Serve as technical advisor to and is a member of the joint Grand Island – Hall County GIS Committee.
Interact with Federal, State, County, City and other agencies on the exchange and utilization of GIS and GPS information.
Coordinate the Public Works Department’s geographic information system including spatial and non-spatial database design, maintenance, customizing, programming and mapping. Use ESRI software products; manages the development, implementation, dissemination, analysis, and maintenance of the GIS databases, map layers and related engineering data. Coordinate planning of related interdepartmental GIS projects.
Acquire or develop software and reports to support network analyses needed by the Public Works engineers.
Respond to inquiries regarding GIS data, records and mapping information; identify, compile, and generate specific maps given situational requests utilizing CADD files and topography attributes for assigned projects; analyze results, so that applications can be specifically designed for individual users or departments.
Oversee and monitor the department’s computerized infrastructure model and system network; validate data entry, analyze scenarios, and calibrate results for accuracy.
Create and maintain the dynamic, interactivity of the City’s internet ‘home’ page; updating the departmental web pages with relative GPS and GIS information; and working with other city departments in developing their individual web pages, on-line forms, and training their personnel in how to maintain this data.
Provide budgetary recommendations regarding equipment purchases and software applications. Review and make recommendations concerning outside services and materials.
Automate tasks such as Public Works sewer connections, locations and associated fees.
Develop data collection contracts to collect data for such things as pavement management, traffic signs, drainage, and other public works related infrastructure.
Perform related duties as assigned.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Minimum of three years of progressively responsible experience in developing, integrating, implementing, and maintaining GIS technologies and applications, preferably in a governmental or similar institutional environment including the areas of Streets, Traffic Signal, Wastewater, and Stormwater.
Training:
Bachelor’s degree in Geographical Information Systems, Computer Science, Management Information Systems or a closely related field.
License or Certification:
Employee must possess a valid driver’s license and maintain insurability as determined by the City’s insurance carrier.
GISP certification is preferred.
Working Hours:
Monday-Friday 8 a.m.-5 p.m.; hours may vary depending on department needs.
Salary:
Position will start at the entry level of the City's salary table. Consideration may be given if experience exceeds entry level qualifications.
