The Metropolitan Area Planning Agency (MAPA) is seeking a qualified candidate to fill the GIS Coordinator position. This is the senior level classification of the GIS Series, which includes: GIS Coordinator, GIS Analyst, and GIS Technician. Positions in this classification work independently with minimal supervision. Duties may include mentoring and monitoring the work of GIS Analyst and GIS Technician classifications.
The primary purpose of this job is to serve as a working project manager for projects relating to Geographic Information System technology, and data programs and/or working as a high-level GIS and data specialist for programming/application development, spatial/tabular data processing, cartographic production/digital mapping, data management, data collection, and data entry.
The candidate should possess strong verbal and written skills in order to communicate technical information effectively to the public and work effectively with stakeholders, partner agencies, and elected officials. The successful candidate will be able to develop and maintain strong working relationships. The candidate must be self-motivated and able to work and develop skills independently.
Essential Duties and Responsibilities:
- Performs complex data analysis using ArcGIS and related extensions/add-ons, relational databases, and other computer software; understands and can apply the capabilities of GIS, databases, and other computer programs to solve complex spatial and relational problems.
- Designs and implements GIS and relational databases in various formats.
- Ensures that accurate and complete metadata are developed for all data sets created by GIS staff and that metadata is distributed with data when requested by outside agencies.
- Serves as a working project manager for projects and programs.
- Works in a team setting with other staff members to identify effective ways to complete various planning projects and outreach efforts.
- Scopes and reviews the technical work of consultants, contracting agencies, and other organizations as appropriate.
- Assists with scoping GIS projects, participates in developing grant proposals which include a GIS or data component.
- Provide training, coaching, assign tasks and monitor quality and quantity of work for GIS Analysts, GIS Technicians, and interns.
- Serves as a technical representative on intergovernmental committees; and provides technical expertise to appointed committees, agency staff, other agencies, and the public.
Requirements Include:
Knowledge of:
- Knowledge of current GIS technologies, programming languages, and software solutions applied to public sector geospatial data development, maintenance, and administration
- Research techniques, methods and procedures.
- Principles and techniques of cartography, map design and GIS.
- Spatial analysis, data generation, and mapping.
- Database management, mapping and desktop publishing systems related to GIS.
- GIS Infrastructure: On premise services, cloud based services, data collection hardware and software
- Principles and concepts of business process and software design; relational and distributed database technology; networks and communications; and project management
Skill in:
- Performing mapping database maintenance and other GIS tasks.
- Performing complex analysis of geospatial and tabular data to develop mapping products.
- Developing and leading training activities.
- Organizing and prioritizing a variety of projects and tasks to meet deadlines.
- Practices, methods and techniques of GIS, cartography and map design.
- Analyze systems data and situations, identify problems, make decisions, and take appropriate action.
- Prepare accurate correspondence, reports, diagrams, graphs, charts, exhibits, displays, and other descriptive material.
- Appropriate and effective independent decision making.
Ability to:
- Input and access data; read and interpret land maps and source documents.
- Give continuing and meticulous attention to detail.
- Provide guidance, supervise, and evaluate lower level technical staff to ensure optimal day-to-day operations.
- Organize and prioritize work, and meet critical time deadlines.
- Communicate effectively orally and in written format in a variety of situations and formats
Education and Experience: Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Bachelor’s degree in geography, planning, computer science, or related field; plus three (3) years of experience similar to a GIS Analyst position with supervisory duties. Possession of specialized technical related certificates a plus.
Compensation: The pay ranges from $76,366 - $103,639 annually, depending upon qualifications and experience. This is a full time non-exempt position. MAPA reserves the right to hire at an appropriate level.

MAPA is the Council of Governments serving a six-county region (Cass, Douglas, Sarpy and Washington Counties in Nebraska and Mills and Pottawattamie Counties in Iowa). MAPA performs work related to planning, community development, and transportation and other issues of regional significance. MAPA also serves as the Metropolitan Planning Organization (MPO), or Transportation Management Area (TMA) for Douglas and Sarpy Counties in Nebraska and the western-most portion of Pottawattamie County in Iowa.
