GIS Database Specialist

Swift River Environmental Services, LLC, has a need for GIS Specialist to support the U.S. Army’s Environmental Program at Fort Huachuca, Arizona, starting in May/June 2025.  Swift River’s current contract is through January 2026; the position will be transferred to the new contract in 2026. 

 

Education and Qualifications:

Per Swift River’s contract with U. S. Army, Fort Huachuca, the person filling this position shall hold, at a minimum, a bachelor’s degree in one of the physical sciences, engineering, or database/GIS management but may be replaced by an Associate’ degree plus relevant experience. The candidate must be a U.S. Citizen and pass DoD security screen. 

The candidate will be expected to perform daily maintenance of the work order tracking database, including entering and scanning all incoming and outgoing work orders (approximately 30 work orders are received per week) with a weekly submittal of work orders in progress on Friday of each week (weekly deliverable). This position is to support and provide data management guidance to a team of environmental and cultural resource specialists. 

The ideal candidate will have worked with GIS databases and systems withing a large organizational structure; experience with DoD systems and platforms ideal but not required. 

 

Primary Responsibilities and Requirements: 

Responsibilities include, but are not to, the following physical/technical activities and requirements:

  • Weekly maintenance of the Environmental databases, including assisting environmental program managers with loading of data to the required modules (currently air (APIMS), greenhouse gas (APIMS), hazardous waste (ACCESS and HQAES), water quality and wastewater (Enviance), NEPA (ACCESS), EPCRA (ACCESS)) (weekly deliverable).
  • Annual modification of Environmental modules to conform to regulatory reporting requirements, especially those associated with revisions to regulations (one-time deliverable).
  • Modify, maintain, and/or redesign local cultural resource databases (Access).
  • Possess competency with Microsoft Access database development and usage, ArcGIS, and Joint DoD SW GIS group meeting training.
  • Monthly maintenance of all required environmental GIS layers for Department of Public Works (DPW) (monthly deliverable).
  • Collection and addition of geospatial data to environmental GIS layers at up to 20 locations per month to support all environmental programs (monthly deliverable).
  • Annual update all required environmental GIS layers for DPW especially those associated with revisions to regulations (annual deliverable).
  • Up to 10 hard copy maps or report maps developed in the GIS to support all environmental programs (monthly deliverable).
  • The environment at Fort Huachuca is a fast-paced dynamic workplace and the person in this position will interact with government and other project team members.
