Tacoma Public Utilities, Utility Technology Services division is hiring a GIS Developer.
This position is responsible for the design, development, and maintenance of Geographic Information System (GIS) technologies. Typical activities will include the design and deployment of GIS applications and software, such as ESRI ArcGIS Desktop, Portal for ArcGIS, ArcGIS Pro, ESRI Utility Network and SQL Enterprise GIS databases. Additional activities may include the ongoing monitoring and management of TPU enterprise GIS platforms to ensure high performance, effective access by end users and integration with other information systems.
Responsibilities Include:
- Develop, support, and maintain services, web maps and apps in Portal for ArcGIS, ArcGIS Online, ArcGIS Experience Builder and VertiGIS Studio Web.
- Document, test, debug, and implement items developed in Portal for ArcGIS and ArcGIS Online.
- Perform Portal for ArcGIS and ArcGIS Online administrative tasks, such as user/group management and tracking system usage.
- Use ArcGIS Enterprise (web-based) as needed in conjunction with Portal for ArcGIS and ArcGIS Online activities i.e., creating web services.
- Coordinate field data collection operations in various departments using ESRI Field Maps app, Quick Capture, Enterprise Builder and/or Survey123 software on various mobile devices.
- Designs, develops, tests, deploys, and supports custom GIS Applications and tools using HTML5, Python, JavaScript, C#, XML, SQL, ArcServer, Web App Builder, ArcGIS Experience Builder Developer Edition, VertiGIS Studio Web, Angular and ArcGIS API for JavaScript.
- Serve as the senior developer on assigned projects, perform research, develop work products, recommendations, and action plans.
- Build prototype solutions to demonstrate the benefits of new software tools such as ESRI’s Web App builder, Portal for ArcGIS, ArcGIS Online, VertiGIS Studio Web and JavaScript 4.x API for ArcServer.
- Perform daily administration of Enterprise Geo-databases and GIS applications.
- Perform data imports from other agencies, manage exports, joins, and relates to provide a complete GIS solution to end users and map editors.
- Develop and maintain automated python scripts and processes to ensure data quality for Tacoma Public Utility systems of record (SAP and GIS).
- Extract, compare, analyze, and develop solutions to keep systems in alignment.
- Create periodic logs and reports tracking data quality and develop solutions to both fix current and avoid future data issues.
- Manage and maintain large raster and LiDAR datasets in a coordinated and efficient way.
- Develop datasets and databases with defined data structures to capture various environmental science specific data to support daily operations.
- Test software and database upgrades.
- Track and troubleshoot system issues proactively using ArcGIS Monitor, VertiGIS Analytics, Egdbhealth, PerfMon or other GIS system monitoring tools.
- Determine solutions, resolve performance problems, and follow up with ESRI Support services staff.
- Research and recommend the appropriate GIS technology solutions to meet business requirements.
- Test GIS software upgrades and configurations to ensure they meet the needs of the Tacoma Public Utility field staff in a seamless and least disruptive way.
Equivalent combination to:
• Bachelor's degree in computer science, Geography or related field AND
• 5+ years directly related GIS information technology work experience
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:
Some positions may require a valid Washington State Driver's License at time of appointment with maintenance thereafter.
Desirable:
- Master’s Degree in Geography, Business Administration and/or related field
- Esri Utility Network Technical Certifications
- Completion of a college level professional GIS Certification Program.
- Professional Leadership Training, Public Speaking, and community service
- Power, water, and telecommunications Utility experience
- Python, Arcade, .NET programming experience
- Current FAA Drone Pilot License and UAS training for GIS applications
Knowledge & Skills
- Detailed knowledge of computer technology principles, their application, and troubleshooting techniques. Expert knowledge of specialized technologies, such as applications, tools, systems, and/or databases.
- Detailed knowledge of system security systems, backup, disaster recovery and related processes.
- Detailed knowledge of data and system security, and other similar technical processes.
- Detailed knowledge in detecting, diagnosing, and correcting the source of errors in logs.
- Knowledge of principles and concepts of total quality and problem-solving methods.
- Skill in applying advanced technical knowledge to evaluate and resolve complex tasks such as planning and directing projects, conducting capacity planning, coordinating, or facilitating the installations of complex systems, hardware, software application interfaces or applications.

Examination Process

Hiring Requirements
Individuals given a conditional offer of employment must also pass a pre-employment medical examination that will include a drug/alcohol screening, background check and reference checks. This position is covered by a Labor Agreement between the City of Tacoma and Local 120. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.
