Position Summary: Manages the development and maintenance of the City-wide enterprise Geographic Information System (GIS) and performs all related duties.
Essential Duties and Responsibilities:

- Plans, organizes, and coordinates the operations of the City’s GIS Division and performs system analysis functions to determine hardware and software requirements citywide.
- Designs and/or recommends GIS systems, implements system upgrades, and supports all users in coordination with the City’s Information Technology Department.
- Supervises, directs, interviews, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance evaluations.
- Works with GIS software and other computerized applications to analyze data, create data, maintain databases, create reports, provide maps and web based applications, and provide support for users of the Geographic Information System.
- Oversees use of the ESRI ArcGIS product and Enterprise used by the City as its GIS backbone and features of any add-on GIS products.
- Creates and updates citywide web mapping applications for mobile use.
- Uses ArcGIS Experience Builder software to help facilitate City department programs and events.
- Leads damage assessment team on data collection and data uploads to Palm Beach County ISS and provides mobile hardware and software training to City staff on data collection and ESRI Field Collector software.
- Collects and organizes data from a wide variety of sources; exercises judgement concerning conflicting/inaccurate data; reads and interprets a wide variety of geographic, property, land management, and mapping documentation, such as addresses, deeds, ownership records, legal description plats, survey data, and reports; maintains file system of maps and other records.
- Electronically manipulates data files by converting, importing, exporting, creating, recalling, editing, or updating data; performs detailed inspections of data for accuracy and quality during the input/edit processes and for all output formats.
- Performs review of proposed plats for the address assignments of new residential and commercial units.
- Creates and updates the Fire Rescue inspections map book.
- Updates GIS address databases within the City and Palm Beach County.
- Creates and updates the ESRI Open Data Source webpage for downloadable GIS content for the public.
- Creates and updates a comprehensive and uniform system of permanent road addresses for all residences and businesses.
- Prepares specialized GIS analysis and mapping products to meet current needs within the city and for special projects.
- Develops and implements project plans and work assignments.
- Responsible for the acquisition and maintenance of GIS hardware and software.
- Responsible for assigning data attributes to the appropriate spatial location within the GIS database structures and map layers. Converts non-GIS databases for inclusion with the GIS database structure.
- Manages GIS coordination with City departments in development of standardized procedures and advises Director of Information Technology on system activities.
- Develops and implements long and short-term strategic plans, goals, and objectives for GIS operations citywide. Evaluates current/future GIS requirements. Develops work approaches and project work output.
- Develops and regularly maintains the City’s GIS Policies and Procedures and Standard Operating Procedures. Ensures GIS technology is deployed optimally across all City Departments/Divisions.
- Plans and manages spatial data utilizing GIS tools, conducts quality checks utilizing map aerial photographs and other related materials.
- Cultivates and maintains a thorough understanding of the GIS technical processes through training and research for GIS software application.
- Monitors the preparation of graphic and illustrative materials and other relevant information for reports and publications.
- Responsible for the development and administration of a comprehensive GIS system that can be utilized by residents, businesses, and visitors.
- Manages the implementation of GIS projects, analysis, system design, database design and development of GIS applications as necessary. ·
- Monitors GIS hardware, output devices to ensure proper functions.
- Manages the City-wide Online Mapping Applications.
- Verifies zoning and land use data for planning projects and zoning confirmation letters.
- Verifies address data requests and address verification letters.
- Consults with departments, City officials, and other officials to review GIS operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
- Advises City departments on GIS access and training; assisting departments with technical and geographical issues related to databases, maps and data requests.
- Coordinates with outside GIS agencies to provide inter-local agreements and seamless sharing of GIS data (Census, FPL, PBC Property Appraiser’s Office, United States Postal Service, etc.).
- Manages the Global Positioning Systems (GPS) data inventory and asset inventory for the City.
- Makes site visits to various City locations, as needed.
- Performs duties as assigned during emergency response conditions.
- Participates as member of County-wide GIS forum, URISA, and FLURISA, Palm Beach County GIS Expo committee member.
- Performs any other related duties as assigned.
Knowledge, Skills & Abilities
Knowledge of:
- Modern principles, practices and procedures of CADD, GIS, Python Scripting, ArcGIS Pro, ArcGIS 1O.x / Arc Pad 8.x or current related systems applications and techniques.
- GIS software (including ArcGIS Enterprise, ArcGISOnline, ArcGIS Model builder, Google Earth, Pictometry, etc.) preferred.
- Comprehensive and current applicable laws and regulations.
- Products, technologies, trends, and advances in the GIS profession.
- Advanced functions of system operations and familiarity with programming procedures and activities.
- Computers, operating systems, with emphasis on microcomputers, minicomputers, graphic workstations, and CADD technology such as digitizer sand plotters.
- Principles, practices and techniques of supervision, training and staff development.
- Principles and techniques of city/urban planning and utilization of GIS for support services.
Ability to:
- Understand planning and zoning concepts and requirements to customize GIS products to meet City needs.
- Understand city-wide needs and performs needs analysis with various departments within the enterprise.
- Understand and develop ordinances, policies and procedures, and directives.
- Interpret and apply complex rules and regulations, present findings, and recommendations concisely and effectively.
- Perform high-level analytical and technical work to pursue a logical line of inquiry while troubleshooting problems.
- Perform and manage data collection efforts and the creation of databases.
- Be responsible for and management all geospatial information.
- Assist in the development of annual budgets, reports, memoranda, letters, recommendations, and other documents.
- Maintain confidential and sensitive information demonstrating a high degree of professional integrity.
- Plan and organize work assignments and resources to provide timely, effective, and efficient operations. Identify issues, generate, and evaluate alternate solutions and make sound recommendations.
- Prepare annual budgets, reports, memoranda, letters, recommendations, and other documents.

Education & Experience
- Bachelor’s degree from an accredited college or university in the area of geography, environmental policy, land use planning, computer science or related field, Master’s degree preferred.
- Four (4) years working experience in GIS the analysis of planning, infrastructure development projects or closely related field, two (2) of which must have been in a supervisory capacity.
- GISP (Geographic Information Systems Professional) certification a plus.
- Municipal government experience preferred.
- Must possess and maintain a valid Florida Driver’s License.
