We are seeking a talented GIS Specialist – Logistics to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our location in The Woodlands, TX.
The GIS department at PBF Logistics supports Engineering and Operations in achieving critical business goals related to data management. The primary role involves managing GIS applications, ensuring data integrity, and overseeing daily GIS operations across pipelines, facilities, and terminals. Responsibilities include maintaining up-to-date, quality-validated spatial datasets, implementing best practices for spatial data management, and ensuring global consistency of the GIS databases. The role supports the development and implementation of GIS processes and products to meet Logistics’ mapping needs, maintaining the Pipeline Open Data Standards (PODS) database, and supporting day-to-day stakeholder requests. The successful candidate will be a part of the Graphics/GIS team and will assume a key role in facilitating and supporting PBF's GIS system. The candidate will work closely with team members and leadership to define future state plans for GIS and collaborate with Engineering, Data Integration, Operations, and Risk teams to achieve goals and objectives.
PRINCIPAL RESPONSIBILITIES

Manage GIS Data: Oversee all aspects of Geographic Information System (GIS) data management, including the maintenance, enforcement of policies, and administration of global spatial data. Responsibilities include data loading, quality assurance, auditing, and testing of new software packages.

Maintain PODS Database Integrity: Develop database queries to identify and rectify data errors, lead ArcGIS projects, and ensure the ongoing integrity and quality of the Pipeline Open Data Standards (PODS) database.

Script Implementation and Data Integration: Implement and maintain scripts for application upgrades and data manipulation. Collaborate on integrating data from diverse sources and develop new tools to streamline GIS workflows.

Enhance GIS Capabilities: Collaborate closely with the Engineering and Pipeline Integrity teams to enhance the use and effectiveness of GIS technologies. Interface with technical users and external vendors to resolve data issues, optimize workflows, and integrate third-party software.

Regulatory Submissions and Reporting: Prepare GIS data for submissions to the National Pipeline Mapping System (NPMS),the California State Fire Marshal (OSFM) and various other jurisdictions defined by business needs. Support annual reporting for the Pipeline and Hazardous Materials Safety Administration (PHMSA).

Risk Analysis Support: Assist in compiling data for pipeline risk analyses in collaboration with Risk Engineering teams, as well as supporting data requests from the Local Risk Management Teams to facilitate risk rankings.

Geospatial Data Analysis: Perform analyses using geoprocessing tools, programming, and scripting to support engineering projects, pipeline integrity assessments, and regulatory audits. Includes ILI data ingestion/management.

Pipeline Integrity and Regulatory Compliance Support: Manage pipeline integrity activities, including inline inspection (ILI) data adjustments, repairs, and analyses in compliance with Technical Verification and Compliance (TVC) standards. Handle both new and legacy pipeline data integration and maintenance. Support 49 CFR Part 195 and 192 compliance in coordination with the Integrity Management Program (IMP) and O&M procedures.

Right of Way (ROW) Assistance: Evaluate potential impacts from third-party improvements by researching the database, creating legal exhibits, and preparing annual reports for franchise and property assessments.

Pipeline Operational Support: Assist the Damage Prevention group with locating field assets, creating exhibits, and managing deliverables for One Call systems. Provide real-time emergency response planning and assistance.

Drawing and CADD Support - Create exhibits, plans, conceptual drawings quickly, and be able to update P&ID, Facility Diagrams, Flow Diagrams, Etc. through the use of AutoCad or similar software.
JOB QUALIFICATIONS
Required
-
Bachelor’s degree in Geographic Information Science (GIS), Geography, Computer Science or a related field.

Minimum 7 years’ experience in the oil and gas industry.

Proficiency in ArcGIS Enterprise Solutions and PODS. (ArcGIS Pro, Portal for ArcGIS, Web Apps, Web Maps, ArcGIS Server, & ArcGIS Data Store.)

Strong leadership and interpersonal skills, essential for data gathering, team consensus building, problem-solving, and effective collaboration within diverse, multi-disciplinary teams and external partners.

AutoCad experience with the ability to create exhibits, plans, conceptual drawings quickly, and be able to update P&ID, Facility Diagrams, Flow Diagrams, Etc..

Strong knowledge and/or experience with Oil & Gas pipeline/facility engineering, integrity, risk, and operations.

Proficiency with Microsoft Office Suite (Word, Excel, Powerpoint, Outlook, etc…).

Effective communication skills, both oral and written, analytical skills, and the ability to analyze a problem from various perspectives and make sound recommendations are required.

Ability to work independently and make sound decisions.
Preferred

Experience with Document Management Systems (SharePoint).

Knowledge in Amazon Web Services (AWS) Cloud Infrastructure Management.

Experience using Geonamics Suite of tools (PLOS, Integrity Manager, & Alignment Sheet Generator).

Familiar with Feature Manipulation Engine (FME).
