JOB SUMMARY

This position is responsible for maintaining all geospatial data and databases for the district using GIS, Vantage Point map viewer, AutoCAD and (AGOL) ArcGIS Online mapping software.

ESSENTIAL JOB FUNCTIONS

  • Serve as the District’s GIS subject matter expert and liaison for external partners.
  • Manage and maintain the district’s enterprise geodatabase, GIS servers, GIS workstations and field data collection equipment.
  • Manages and maintains all licenses/invoices for Environmental Systems Research Institute, Inc. (ESRI), Geographic Technologies Group (GTG) and Autodesk (CAD) software.
  • Manages Vantage Point Internal Map Viewer with settings and searches; updates feature as needed; Troubleshooting errors. 
  • Publish and update GIS technical support web mapping services.
  • Creates GIS map exhibits for routine business process and novel project needs.
  • QA/QC all data in enterprise GIS feature layers.
  • Responsible for all GIS data entry.
  • Conducts all GPS field asset data collection for the District's As-built records and EWD GIS databases.
  • Responds to all internal and external customer requests for availability of water and wastewater services, including distributing official letters of availability. 
  • Initiate fire hydrant flow testing procedurally in response to internal customer requests and maintain record of flow test results.
  • Performs CUES GraniteNet data maintenance as needed for collections camera trailer.
  • Updates EWD meter locations in GIS database per customer service records; utilizes GeoAdaptor script to incorporate data from customer service database.
  • Updates EWD easements and draws legal descriptions as needed.
  • Utilizes publicly available geospatial data to create and update enterprise database layers.
  • Scan distribution and collections record drawings to maintain linkage to the GIS database. 
  • Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor’s Degree or equivalent in Geography, Civil Engineering, Computer Science or a related field and three (3) years of related experience; or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.

 

Special Qualifications:

Possession of a valid, State of Florida driver’s license class “E” minimum required.  

Knowledge, Skills and Abilities: 

  • Knowledge of basic computer programs such as Microsoft Word, Excel, and Outlook. 
  • Knowledge of GPS data collection and usage. 
  • Knowledge of standard GIS terminology, methods, practices and techniques.
  • Knowledge of basic computer programming techniques and available software. 
  • Knowledge of computerized cartographic/mapping hardware, software, symbols, standards and terminology.
  • Knowledge of basic systems analysis and information technology concepts, and techniques.
  • Knowledge of accuracy/precision measurements and implementation with respect to geographic data as well as ability to cite and relay such information.
  • Knowledge of coordinate systems and transformations and knowledge of data creation and editing best practices.
  • Knowledge of SQLServer.
  • Proficiency with the ESRI suite of products including but not limited to; ArcMap, ArcPro, Arc Catalog, ArcServer, Field Maps, Survey123, and ArcGIS Online.
  • Proficient in basic drawing and layout functions in AutoCAD.
  • Familiarity with the Vantage Point Map viewer product and GeoAdaptor scripting tool by Geographic Technologies Group.
  • Ability to create support tickets with software vendors and see-through technical GIS issues to resolution.
  • Ability to work in a versioned enterprise geodatabase environment.
  • Ability to produce cartographically sound maps.
  • Ability to read and interpret construction drawings, aerial photographs, maps, deeds and legal descriptions.
  • Ability to research, organize and integrate basic information to update the District’s GIS system.
  • Ability to prepare basic flow charts showing system linkage, data movement, resource requirements and document specifications.
  • Ability to document procedures consistently and follow routines.
  • Ability to communicate effectively and clearly, both orally and in writing.
  • Ability to establish and maintain effective working relationships within the Department, with other departments and officials, and the public.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally. The work requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required to operate standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.  Basic physical fitness is required to perform field work in suburban and new construction settings during times of high heat and humidity.

WORK ENVIRONMENT

Work is performed in an office environment and occasionally outdoors within the district recording EWD asset data in the field.
