GIS Specialist

Purpose of the Job

Under general supervision, performs technical work of moderate to considerable difficulty in the realms of spatial analysis, development and maintenance of spatial data, and preparation of presentation-quality maps and digital products using Geographic Information Systems (GIS) and Computer Aided Drafting (CAD) applications.  This position has County-wide responsibilities in providing technical assistance to County GIS users.

Essential Duties and Responsibilities

SUPERVISORY RESPONSIBILITIES

 

This position does not supervise other employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Compiles, integrates, and analyzes spatial and non-spatial datasets from multiple sources as requested generating paper or digital output products as appropriate.
  • Consults with other County offices and departments to develop, edit and maintain appropriate datasets for their specific needs and applications that may require simple or complex editing workflows.
  • Utilizes coordinate geometry (COGO), land survey, and field GPS techniques to develop, collect and enter necessary data.

  • ·Provides technical assistance to County GIS users and assists in the maintenance of GIS data using standards as provided by the GIS Department.
  • Participates in internal and external meetings to aid stakeholders in GIS needs.
  • Installs, tests, troubleshoots and assists in evaluating GIS solutions and applications.

30%

  • Researches for new technologies and methodologies regarding advancements in County GIS.
  • Assists with the development, operation, and maintenance of the GIS including components of the hardware, software and other resources along with user license management.

10%

  • Participates in Unmanned Aircraft System (UAS) flight missions in accordance with FAA guidelines and assists with drone flight processing.

  • Performs other duties as assigned.

 

 

BUDGET RESPONSIBILITIES

This position has no responsibility over any types of budget.

PROJECT RESPONSIBILITIES

This position does not have project responsibilities.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures or processes, responds to public inquiries and participates in meetings.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails and reports.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

Minimum Education/Directly Related Experience Required

MINIMUM EDUCATION REQUIRED

High School Diploma or GED with additional specialized or technical training courses.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Three (3) years experience; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED

Completion of FEMA Emergency Operations Center courses: IS-100, IS-200, IS-700, IS-800 and IS-922 within six (6) months of hire.

 

Must possess and maintain a valid Remote Pilot Certificate issued by the U.S. Federal Aviation Administration within six (6) months of hire.

 

Must possess and maintain a valid Driver’s License.

Supplemental Information

KNOWLEDGE REQUIRED

Geographic Information Systems (GIS), Computer Aided Drafting (CAD) and information technology; Public Land Survey System (PLSS); customer and personal service; English language and composition; mathematics; computer programming languages such as common web languages and python and database management concepts.

SKILLS REQUIRED

ABILITIES REQUIRED

PHYSICAL DEMANDS

  • Routinely stands to attend to customers.
  • Regularly sits to complete report and to operate computers; occasionally sits to operate special equipment; rarely sits to attend to reception areas.
  • Regularly lifts up to 25 lbs. of work related materials, equipment or tools; occasionally lifts up to 50 lbs. of work related materials, equipment or tools; and rarely lifts over 75 lbs. of work related materials, equipment or tools.
  • Constantly requires dexterity for keyboard operation; occasionally requires dexterity for special machines.

WORK ENVIRONMENT

Incumbents in this position regularly spends time in office environment; occasionally spends time in lobby environment, automobile and in outdoor areas in support of emergency response (flood, fire, weather).

SAFETY RISK EXPOSURE

Incumbents in this position are generally not exposed to safety risk; may become exposed to rare telephone verbal abuse by emotional customers or citizens; may be exposed to occasional extreme weather.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.  Incumbents in this position may occasionally require a hard hat.
