Description

Under the general supervision of the Public Works and Utilities Director, Assistant Director and the Utilities Engineer, performs professional, technical, and analytical work in meeting Geographic Information System needs of the Public Works & Utilities Department.  Work involves the collection, manipulation, and analysis of geographic data associated with Public Works and Utilities systems and providing system integration support, data analysis, data visualization reporting solutions, and assistance with data maintenance and data management strategies for the Department.

Examples of Duties
  • Collects, creates, maintains, edits, and updates all types of geographic data using Geographic Information Systems (GIS), GPS, and other geospatial tools and technologies.
  • Aids in the conversion of the Utility Department’s AutoCAD, hard copy, geo-referenced raster drawings, and geospatial data collected from utility construction projects into ArcGIS geo-databases.
  • Produces data layers, maps, exhibits, tables, reports, dashboards, and informational queries using spatial analysis procedures, or GIS technology, equipment or systems to support Departmental needs. 
  • Assists in the development of GIS applications and functionalities to advance Departmental goals and objectives. 
  • Compiles, organizes and integrates asset data from a wide variety of sources (e.g. AMS, GraniteNet/CUES, Work Orders,etc.) for inclusion in GIS map applications and products.
  • Reviews existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.
  • Provides technical assistance and guidance to Department GIS users and works with other City departments and outside agencies to ensure Departmental project goals and objectives are met.  
  • Recommends procedures, equipment, or software upgrades to increase accessibility, ease of use, and Departmental business process improvements.
  • Stays abreast of new GIS related developments through continued education and participation in professional organizations or conferences.
  • Establishes and maintains effective communication and coordination with the City’s IT-GIS Division on routine software and hardware upgrades in support of Departmental GIS applications, data, and projects.  
  • Performs other duties as assigned.   
Minimum Qualifications
  • At least an associate's degree from an accredited college or university with a major in Computer Science, Geographic Information Systems, Information Systems, Business Administration, Public Administration, Urban/Regional Planning, Geography, Natural Science, Engineering or closely related field
  • Two (2) years of professional experience in Geographic Information Systems; or an equivalent combination of education, experience and training, as determined by the Public Works and Utilities Director. 
  • Considerable experience using ESRI ArcGIS Server, Desktop, ArcPad, ArcGIS Online, or other major GIS-related products/systems required; experience in using ESRI's Local Government Information Model and the associated editing and web application templates. 
  • The successful candidate will have a working knowledge of the latest version of Python. Will have a basic knowledge the latest versions of Microsoft T-SQL, HTML, CSS, and JavaScript. Will possess excellent verbal and written communications skills; will be proficient in Microsoft Word, Excel, and Power Point as well as database, e-mail and Internet software; and will be skilled in working with team members in determining current and future Public Works and Utilities needs and assuming an advisory role in planning and implementing solutions. 

Licenses, Certifications, or Registrations

  • A valid state of Florida driver’s license. Applicants who possess a valid out of state license must obtain the Florida license within 10 days of employment.
Knowledge, Skills and Abilities
  • Thorough knowledge of data integration standards and practices .
  • Working knowledge of the City's Geographic Information System needs.
  • Knowledge of ESRI ArcGIS software.
  • Ability to create metadata, special instructions, changes, and write detailed user instructions. 
  • Knowledge of research techniques, methods, and procedures.
  • Knowledge of the Internet.
  • Ability to read and comprehend technical manuals.
  • Ability to work in heat, cold, around noise, and other undesirable environmental conditions.
  • Ability to hear and comprehend conversation spoken at various tones of voice and at various speeds.
  • Ability to see, write quickly, speak and comprehend conversation and symbols in English.
  • Ability to read fine print on computer paper, computer equipment, and see lights on equipment.
  • Ability to use hands, wrists, and fingers to write and type.
  • Ability to walk, stand and sit for periods of time not to exceed four hours consecutively.
  • Ability to lift weights not to exceed fifty (50) lbs., and carry for distances not to exceed twenty (20) yards items that may seem awkward.
  • Ability to bend, stoop, kneel, and squat.
  • Ability to work regularly scheduled and unscheduled overtime hours.
  • Ability to work in confined spaces.
  • Ability to operate motor vehicles in a safe and efficient manner.
