GENERAL DESCRIPTION OF POSITION
Under general supervision, performs responsible technical duties in the collection, compilation, design, analysis and maintenance of spatial data and partners with departmental and organizational representatives to determine and respond to their geographic information systems (GIS) needs.
Using computer technology, is responsible for inputting, updating, and maintaining GIS databases, layers, tables and links within the City’s geospatial relational database. Performs data collection work in the field including as-built location or verification of utilities and features using GPS equipment and software to collect and download digital data. Creates maps, and performs routine geospatial analysis and queries for GIS applications and assists other City departments by providing GIS data, products and services.
Performs administrative and technical work in the development, control, planning, organization and maintenance of the Geographic Information Systems (GIS) operations.

Works under the general guidance and direction of the Assistant City Engineer and/or City Engineer.

Minimum Qualifications/Special RequirementsEDUCATION AND EXPERIENCE
- Graduation from high school diploma or GED equivalent, supplemented by two (2) years of related technical or college training in Algebra, Trigonometry, Physics, Land Surveying, Civil Engineering, Drafting, Computer-Aided-Design (CAD), Geographic Information Systems (GIS), Cartography, or a closely related field; and
- Minimum of two (2) years related experience in civil engineering drafting or GIS;
- Experience with map digitizing, COGO and plotting techniques.
- Any equivalent combination of education, experience and training which demonstrates the knowledge and experience to perform the work.
SPECIAL REQUIREMENTS
- Valid Arizona Driver's license or ability to obtain one prior to employment.
- Skill in the use of civil computer-aided design/software, experience in the use of AUTOCAD, Geographic Information Systems (GIS), and care of computer equipment and drafting tools and instruments.
Essential Functions

- Participates in composing and plotting maps, utilizing GIS and updates maps as needed for presentation purposes.
- Operates computer equipment and software necessary for developing, updating and maintaining GIS map data and links within the City’s geospatial relational databases. Tasks will include inputting data in the GIS using AutoCAD MAP and ArcGIS software using coordinate geometry (COGO) and digitizing techniques.
- Researches, assembles, correlates and validates source documents such as civil engineering plans for water, streets and wastewater needed to create, maintain, and refine the utilities and facilities infrastructure map layers and related attribute tables.
- Collects, reviews and maintains a database of municipal information for data and graphics presentation purposes from a variety of sources.
- Interprets engineering plans, map plats, cadastral survey data, legal descriptions and/or geospatial data and entering data into the GIS and other systems.
- Assists in the maintenance of engineering and infrastructure records.
- Assists in the development of long and short term goals for GIS.
- Assists in routine maintenance of GIS hardware and peripheral equipment.
- Participates in data conversions. Performs routine geospatial analysis and relational database queries to retrieve particular data and reassemble to create pleasing digital and paper maps, graphics, reports and cartographic products of complex nature.
- Participates in designing new procedures and maintaining the procedures manual related to GIS.
- Participates in quality control checks of the database to determine data accuracy levels and reviews incoming data for currency, accuracy, usefulness, quality and documentation.
- Ensures streets, subdivisions, developments and capital improvement projects are accurately recorded and maintained in the GIS database.
- Updates and maintains the City’s intelligent maps regarding wastewater data, water lines and hookups, meters, streets, curbs, gutters, sidewalks, signage, lights, subdivisions, etc.
- Provides instruction and training for end-users.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Performs all work duties and activities in accordance with City policies and procedures.
- Maintains copies of electronic/hardcopy records in accordance with retention standards.
- Attends training and seminars to maintain proficiency and to learn of trends and new developments in the field.
- Performs data collection work in the field using GPS receivers and software. Collects, downloads, processes, interprets and catalogues positional information for utilities, facilities and map features to improve the accuracy of GIS database layers and attributes.
- Provides specialized GIS customer service. Interprets requests from internal and external customers by telephone and in person for data, maps, and reports. Communicates and coordinates regularly with supervisors, customers and staff, striving to improve end-users in creation and use of geospatial data.
- Provides technical engineering and property information to the public, other City departments, and outside agencies including architects, engineers, developers, designers, and utility companies.
- Assists in assigning the City’s Addressing Policy; compiles monthly reports of new address or changes for review and approval.
- Prepares and updates maps and drawings as needed for presentation purposes, or to reflect changes to streets, zoning, structures, improvements, infrastructure, etc.
- Communicates and acts in a professional manner with the public, co-workers, and work contacts.
- Provides excellent customer service to all contacts.
- Regular attendance is an essential function of this job to ensure continuity.
- Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and immediately reports unsafe activity and conditions to supervisor(s).
PERIPHERAL DUTIES
- May serve as a member of various employee committees as assigned.
- Performs a variety of office related functions, including preparing maps, presentation materials, brochures, reducing printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff, and the general public in estimating water and sewer locations.
- Some contact with County cartography office to obtain updated maps of record.
- Performs related duties as assigned.
- Performs special assignments as requested.
WORK CONTACTS
- Frequent contact with the general public to verify water and sewer locations.
- Regular contact with utility companies to collect data on underground utility locations.
- Some contact with County GIS and Recorder’s Office to obtain updated maps of record and ownership information.
KNOWLEDGE
Knowledge of software applications relating to spatial data; Computer aided design and GIS software programs such as AutoCAD, ArcView, ArcInfo, Avenue, etc.; Planning, design and analysis skills; Records research; Principles of Algebra, Geometry and Trigonometry; Reading and interpreting maps and as-built drawings; The operation of personal computer and various software applications for word processing, spreadsheets, etc.; English grammar and punctuation.
Knowledge of database design and management related to GIS; Digitizing and data manipulation procedures for GIS; Basic cartography methodologies; Standardized metadata; Research and data collection methods.
Knowledge of GIS software developed by ESRI, Google or AutoDesk; Database software such as Microsoft Access, SQL Server or Oracle; Spatial analysis and related GIS concepts; Symbols and terminology used in civil engineering or architecture; Basic knowledge of SQL; Python or ESRI ModelBuilder.
SKILLS
Skill in the use of computer hardware, keyboards, peripheral devices and word processing software; use of industry standard GIS related software, such as ArcView, ArcInfo, ArcIMS, AutoCAD, etc.; Prioritizing tasks to meet deadlines in stressful or changing conditions; use of GPS equipment and operations; Composing, editing and proofreading a variety of correspondence, reports and forms; Designing and testing databased structures for storage and manipulation of spatial data; Establishing and maintaining effective working relationships with staff, coworkers, and representatives from other agencies, including those contacted in the course of conducting business; Mathematical calculations; Communicating orally and in writing; Troubleshooting hardware and software problems.

Ability to read and interpret plans, plats and maps, government regulations, legal descriptions, contracts, deeds and instruments, technical manuals, trade journals, specifications, reports and studies, letters and correspondence and proposals; Prepare and write reports, memos, studies and official correspondence using proper spelling, sentence structure and grammar; Create complex logical query statements for database manipulation and map preparation; Use judgment and reasoning in relational database design; Develop and implement project approach and plan and prioritize work tasks in logical sequence.
Ability to read and interpret legal descriptions and civil engineering plans; Establish and maintain cooperative working relationships with representatives from all levels of the organization as well as members of the general public.
