The Town of Clayton is seeking applicants for a GIS Technician for the Information Systems Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Duties & Responsibilities
Performs responsible technical mapping and database up-keep to maintain the GIS records for the Town’s utility systems and produces varied land maps and develops GIS-based solutions to respond to departmental needs and requests.
An employee in this class is responsible for the field collection and verification of GIS data for the Town’s water, wastewater and stormwater systems. Work includes going into the field with specialized equipment to verify GIS data, uploading and editing GIS data from the Cityworks work order system, performing analysis on data as requested and creating maps for use by Public Works personnel and other Town staff. Employee also performs queries using SQL on the GIS and Cityworks databases and creates reports and digitizes as-built drawings. Independent judgment and initiative are exercised within established system structure and standards. Work involves public contact and requires tact and courtesy, and teamwork to accomplish the duties. Accuracy and attention to detail in entering data is critical in performing the work. Duties require working with hardware and software configurations; adding layers of information to system; and coordination of GIS data and applications with other departments. Work is performed under the supervision of the GIS Manager. Work is reviewed by observation, review of products produced, and feedback from the public.

Collects, imports, queries, reviews and exports departmental GIS information.

Conducts field checks of utilities and operates GPS equipment to verify validity of data.

Transfers geographic data from work order system, prepared maps, GPS collection device and as-built data received from developers or other agencies into the Town’s GIS system.

Corrects and edits GIS data by updating and correcting attribute and positional accuracy of spatial data features; creates additional data layers as needed.

Designs, creates and maintains maps and reproduces GIS maps from the system.

Scans in development plans; digitizes information such as as-builts, permit sets, and construction drawings of all Town development projects.

Writes SQL queries and creates various report for use by Public Works staff and other Town personnel.

Educates co-workers and Town staff about GIS and its efficient use.

Maintains GIS and GPS software and equipment.

Performs other duties as required.
Special Requirements, Education & Experience
- Considerable knowledge of design and operations as related to GIS and their specialized hardware and software applications.
- Considerable knowledge of personal computers, computer work stations, GPS equipment, and applications relating to GIS.
- Considerable knowledge in analyzing and diagnosing problems associated with an automated GIS environment.
- Working knowledge of ESRI GIS platform, GIS concepts and GIS and GPS technology.
- General knowledge of related operational utilities, work order systems and databases, mapping, and analytical system requirements.
- Ability to perform analysis of GIS data and develop solutions to GIS problems.
- Ability to develop and maintain effective working relationships with departments, property owners, users, and employees using the system.
- Ability to read and understand construction drawings and as-built plans and extract and digitize needed data for GIS system.
- Ability to establish and maintain effective working relationships with peers, supervisors, employees in other departments, and the general public.
- Ability to communicate effectively in oral and written forms and carry out instructions
Education and Experience
- Bachelor's degree in Geography, GIS, Planning, Engineering or related major field preferred.
- Five years related GIS mapping experience.

When a salary range is posted, the actual salary will be based on relevant competencies, knowledge, skills & abilities, internal equity and budgetary considerations pertinent to the advertised position.
