Position Summary

Under general supervision of the Realty Program Director or designee, the GIS Technician will provide support to the Realty Office, creating documents and data using Geospatial Information Systems and Geospatial Data. Work is reviewed at appropriate intervals for technical adequacy, accomplishment of objectives and coordination with other Realty section activities. Routine supervision and technical duties are performed without reference to supervisor who specifies scope of project, objectives to be met and results expected. Instructions are provided for new or unusual aspects of work. Unusual or unprecedented situations are referred to supervisor.

Essential Duties and Responsibilities

  • Current versions of Windows, MS Access, MS Office, Arc Info, ArcView and database Development.
  • GIS concepts and design methods.
  • Current procedures, methods and technologies in GIS and GPS related fields.
  • Using GIS software and related equipment to produce record and scale drawings in prompt and effective manner.
  • Operating and properly utilizing a variety of office equipment including plotter and copier, computers and peripheral equipment, printers, and GIS Data Logger.
  • Knowledge of organizational policies and procedures.
  • Knowledge of traditional Tribal cultural land use values in order to effectively provide or obtain information/from the general population.
  • Strong verbal and written communication skills.
  • Ability to deal with employees and community members regarding sensitive, confidential information.
  • Able to handle multiple tasks, meet project deadlines, and prioritize workload.
  • Maintains confidentiality of all privileged information.
  • Contributes to a team effort.
  • Performs other duties as assigned or required.

Knowledge, Skills, and Abilities

  • Maintain and update the Realty Departments GIS data using ESRI suite of software.
  • Use GPS units to collect vector data for various real estate services, infrastructure or other features within and surrounding Santa Clara Pueblo Boundaries.
  • Collect raw data and process data using Pathfinder Office for entry into the GIS computer system.
  • Maintain computer database records for data files and Geographic Information System layer information.
  • Provides services of map creation, small, scaled land surveys, and other duties assigned related to: Land Transfer process, land assignments, lease agreements, easements, Right-of-Way Agreements, and land disputes.
  • Responsible for data collection, data processing, data development, and data analysis for all real estate services related to GIS mapping, spatial data analysis, and map production.
  • Use GPS technology to identify feature on the ground locations, navigation to waypoints, and to export and import data between Trimble GPS units to GIS database.
  • Responsible for data conversation from various GIS and CAD formats.
  • Evaluates adequacy, accuracy, and effectiveness of existing and collected data.
  • Coordinates all GIS activities with professional Realty staff, the program manager, other internal departments, and with outside agencies to satisfy data needs.
  • Submits monthly accomplishments and progress reports and keeps all personnel informed on project progress and development.
  • Tracks purchases and inspects all GIS equipment and maintains an adequate supply of needed computer hardware and software, and other needed with a complete inventory of software, equipment and supplies.
  • Responsibilities include the development of GIS data and the expansion of existing data sets within a wide range of Real Estate services: land transfers, land assignments, lease agreements, utility land use agreement, easements, and Right-of-Way Agreements.

Minimum Qualifications

  • High School Diploma or GED equivalent and with a preference of enrollment in a college or university pursuing a degree in Geographic Information Systems, Natural Resource or Environmental Science field or any combination of education from an accredited college or university in a related field and/or direct work experience in this occupation totaling 2 years may substitute for the required educational experience.
  • Applicant should have some familiarity or working knowledge of Global Positioning Systems, ArcGIS/ Arc Info, and cartography design.
  • Certifications inthe GIS/GPS Fieldcan also substitute for education and experience. Experience time will be considered on an individual basis.

Physical Requirements and Work Environment

While performing the duties of this job, the employee is regularly required to talk or hear. Work is conducted both in a normal office setting and outdoors under a variety of weather conditions. The employee frequently is required to stand; walk; sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 40 pounds. The employee is occasionally exposed to working outdoors in various outside weather conditions and the work may require arduous physical exertion, such as regular and recurring walking or climbing over rocky terrain and uneven surfaces, traversing in mountainous terrain while carrying 35-50 lbs. of gear. At times, duties may require field work using GPS and UAS equipment in and near roadways and in remote roadless areas. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus. Work is also performed in a professional office environment with a moderate noise level, occasionally working under stressful conditions and for extended periods of time. This position is routinely exposed to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Travel may be required. May be required to work occasional nights and/or weekends.

ployment Requirements

Successful completion of thorough background investigation and MVD check. Employees must comply with Tribal Safety Guidelines, Policies and Procedures and follow the HIPPA US Department of Health and Human Services Guidelines. Successful completion of the mandatory National Incident Management Training (NIMS) within the first 90 days of employment. Must pass a drug/alcohol test. Must have a valid New Mexico Driver's License and insurable through the Tribe's carrier and not have any DUI/DWI convictions within the last five (5) years from any Tribal, State or Federal Court. Must take and pass a current driving course from Special Projects Department.
