Under direct supervision of the GIS Manager, responsible for creation, maintenance, and quality assurance of Geographical Information System (GIS) data. Performs research, maintains a variety of GIS data, databases, documentation, and map layers. Produces maps and provides technical support for all aspects of Town GIS associated hardware and software.
Examples of Duties• Collects, enters, updates and maintains various GIS data layers, geocoding,and databases, including the Town’s street, parcel, planimetric, subdivision and utility data, geocodes locations,. Uses Esri software to integrate data from plats, tax rolls, legal descriptions, as-built civil engineering plans and other sources.
• Responds to support requests via phone, email, or ITSM tool, delivering high-quality customer service by resolving issues through remote or on-site support. Escalates complex problems to IT Leadership for timely resolution. Provides technical assistance on issues related to GIS software on Windows desktops and laptops, iOS mobile devices, software installations, customizations, failure analysis, and printer support.
• Assists in providing Tier I support and can serve as an escalation point for advanced or difficult support requests. Builds rapport with customers and escalates problems (when required) to the appropriately experienced technician. Records, tracks, and documents the support request and problem-solving process, including all successful and unsuccessful decisions made, and actions taken, through to final resolution. Applies root cause analysis to aid in troubleshooting and preventing recurrence of the problem.
• Designs and develops a variety of digital or physical maps, map layers and databases for town-wide GIS operations.
• Utilizes clearly thought-out processes to troubleshoot technical problems. Research problems to identify solutions.
• Provides GIS support to internal and external customers through access to maps, analyzes results and GIS data. Coordinate with staff to discuss GIS needs and abilities via email, phone and in person. Meets user’s needs regarding data, maps and technical services including software assistance.
• Creates and maintains documentation for GIS feature classes, applications, metadata, and section procedures including utilizing and updating internal knowledge base.
• Installs, modifies, and makes repairs to GIS hardware and software systems.
• Prepares complete, effective technical reports. Assists with special projects and studies as needed.
• Performs special assignment, research, or other related duties and tasks as requested, required, or instructed.
• Adheres to the personnel, safety, and department policies and procedures.
• Assists in establishing data preparation standards and procedures to ensure data standardization and integrity and to optimize section productivity.
• Assists co-workers and other departments, as needed.
• Performs other duties as assigned.
BASIC QUALIFICATIONS:
• A High School Diploma or General Equivalency Diploma (GED) is required.
• Must possess a Texas driver’s license and driving record must be in compliance with Town policy.
• Must pass a pre-employment drug screen and criminal background check.
EDUCATION:
• An Associate's Degree or certification in GIS, or a related field and/or two years of an equivalent combination of education and experience.
WORK EXPERIENCE:
• Two years of increasingly responsible experience in ArcMap/ArcPro/ArcGIS Online is required.
KNOWLEDGE / SKILLS / ABILITIES:
• Must have a general working knowledge of ArcGIS 10.x or ArcPro 2.x and related extensions in a Windows environment.
• Knowledge of current versions of Cityworks.
• Knowledge of current versions of spreadsheets, word processing, database, and graphics software.
• Knowledge of Geographic Information System concepts, design methods, procedures, techniques and methodology; modern and complex principles and practices of record keeping; algebra, geometry, and statistics as applied to routine GIS computations.
• Skills in operating and properly utilizing a variety of office equipment including plotter, computers and peripheral equipment.
• Must maintain a current knowledge of GIS procedures; establish and maintain cooperative working relationships; communicate clearly and concisely, both orally and in writing.
• Be able to work nights and weekends, as needed.
• Knowledge of cartographic concepts and standards with the ability to read, understand and work from plats, deeds, legal descriptions and drawings is essential.
• A self-motivated, team-oriented individual with good time management skills and a desire to complete high quality work.
