About Us:The City of Glendale's Transportation Department works to ensure safe and efficient travel for the people of Glendale.The Role:The GIS Technician performs Geographic Information System (GIS) mapping, design and drafting, record maintenance, and provides lead support in assigned department. Assists with maintaining and updating GIS databases and infrastructure records to ensure data accuracy and accessibility

The ideal candidate for the role will have an Associate Degree in GIS, Transportation Planning, Engineering, Land Surveying or a related field relative to area of assignment and four years of engineering design, land surveying, map development or related  experience and one year of lead experience.Benefits:

Holiday, Vacation, and Sick Leave:

Regular status position’s offer:
 
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Essential Functions

Design and Mapping
1.Provides lead and technical support to assigned department with the research, preparation, and layout of maps, charts, planning documents, and graphs.
2.Checks work for accuracy and conformance to GIS and department practices.
3.Designs maps utilizing ESRI ArcGIS Pro, or other related software and assists with in-house or consultant mapping projects.
4.Prepares cost estimates for GIS projects.
5.Reviews development plans, preliminary and final project plans.
6. Integrates data to and from asset management programs (e.g. Central Square), aerial photographs, as-built drawings, and field data collection to provide end users with accurate mapping and attribute information.
7.Develops and maintains a variety of GIS applications, spatial data layers and databases, and assists in the maintenance of a citywide GIS system.
8.Performs GIS data analysis and queries and performs mapping and data conversion for use in GIS applications.

Survey (Party Chief) Depending on area of assignment

  1. Leads and performs property, right of way, topographic, construction, and horizontal and vertical control network surveys.
  2. Directs the operations of a survey crew, including the use of survey equipment.
  3. Prepares and/or verifies mathematical calculations related to surveying.
  4. Writes legal descriptions for the acquisition of property.
  5. Maintains field notes, data collection records, and the system for the distribution and storage of the information.
  6. Researches existing survey records and property deeds.

Data Maintenance and Records

  1. Provides lead and technical support to assigned department the research, preparation, and maintenance of city quarter section maps, street maps, district maps, and the storage and maintenance of related data.
  2. Works in collaboration with City’s GIS team, reviews work for accuracy and conformance to city standards.
  3. Maintains and updates street infrastructure maps, and quarter section maps using GIS programs and digital mapping systems.

  4. Participates in the production, review, storage, maintenance, and retrieval of as-built drawings and city maps.
  5. Answers inquiries regarding utility locations, as-built drawings, flood zones, aerial photos, right of way and property lines, legal descriptions, quarter section maps, benchmarks, tax id numbers, parcel numbers and general City map information.
  6. Prepares legal descriptions and maps for right-of-way issues.
  7. Assists staff with citizens and city mapping requests.
  8. Participates in providing information for the operating budget for the section.
  9. Researches and prepares related correspondence to public and private agencies.

  10. Provides technical and general GIS and department related information to utility agencies and the public.
  11. Performs other related duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors

Associate Degree in GIS, Transportation Planning, Engineering, Land Surveying or a related field relative to area of assignment and four years of engineering design, land surveying, map development or related  experience and one year of lead experience.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:

  • Principles and practices relative to area of assignment
  • Digital mapping, computer aided design and desktop publishing systems
  • Understanding of Geographic Information Systems
  • GIS mapping/Civil engineering principles and practices relative to area of assignment
  • Computer aided drafting and desktop publishing systems
  • Survey principles and practices and the standards and guidelines governing land surveying
  • Algebra, geometry, and trigonometry as applied to survey computations

Ability to:

  • Develop and maintain basic GIS applications, perform GIS data analysis, and perform mapping and data conversion for GIS applications, after appropriately provided training
  • Prepare difficult or complex maps, engineering drawings using the methods, techniques, and instruments of drafting
  • Prepare design calculations for water, sewer, and storm drainage systems
  • Understand legal descriptions
  • Prepare cost estimates for GIS projects
  • Operate computer spreadsheets and word processors to prepare technical reports
  • Communicate effectively verbally and in writing
  • Establish and maintain effective working relationships with City staff and the public
  • Develops projects, determines time and materials to meet project deadlines independently and under minimal supervision
  • Read and interpret county assessor maps, ownership lists, and other engineering maps and drawings
  • Read and interpret construction drawings
  • Provide lead supervision to survey crews, operate survey equipment, conduct surveys, develop and maintain field notes
  • Maintain horizontal and vertical control of City reference points
  • Maintain cooperative communications with the public

Special Requirements:

Depending on area of assignment:

  • Registration as a Professional Land Surveyor in the State of Arizona is preferred for a Survey Party Chief.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
