Nature of Work
This is an entry-level position involved in development, operation, and maintenance of the enterprise GIS (Geographic Information System); as well as, providing GIS support to the staff utilizing this information. Core responsibilities include infrastructure mapping, GIS application development, database management, and hardware/software support. The GIS Technician will provide support to the GIS team and other staff with responses to citizen, consultant and developer requests for data, and will also satisfy requests for high quality applications and maps for meetings, studies, citizen requests, departmental needs, and fieldwork. The City of Rochester primarily uses ESRI ArcGIS software for the completion of these duties, but also utilizes other custom-programmed and commercial databases to manage program tasks.
 

2024 starting salary is $68,802 to $80,939  annually depending on qualifications, with advancement to $97,128.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment 
 
 *Under guidance of the GIS Supervisor develop, maintain and update the enterprise GIS. 

  • Perform feature creation, attribution, and updates within GIS datasets.
  • Performs routine data management tasks.
  • Apply policies and procedures to GIS data for quality control and quality assurance.
  • Create and maintain consistent metadata for city data sets, applications and resources.
  • Interprets as-built drawings, engineering plans, and related source documents and incorporates them into GIS.

* Assist with plans and procedures for the development and use of GIS to meet the needs of the City.

  • Develop GIS applications to enhance efficiency and use of the GIS within the City.
  • Maintain and improve current department GIS databases and applications
  • Perform geoprocessing tasks to analyze existing data sets to identify areas of interest and answer questions.
  • Assist with generation of mobile applications to capture data in the field
  • Coordinate with staff and departments to create GIS applications to effectively display information for internal and public engagement.  

*Provide public service to consultants, developers, citizens and other agencies

  • Work with consultants and other agencies in developing and maintaining GIS datasets
  • Respond to inquiries and requests for information about City infrastructure. 
  • Coordinate with other governmental GIS groups. 
  • Prepare technical information for Boards, Councils, City staff agencies, Commissions, neighborhood groups, and professional organizations.

* Technical support to COR GIS users

  • Assist with staff training and technical support for both office and field city GIS users.
  • Assist the GIS Group with preparation of standard operation procedures.

Perform other duties as assigned or necessary. 

MINIMUM QUALIFICATIONS

Education and Experience
Bachelor's degree in Geographic Information Systems (GIS) or related field such as Geography, Environmental Science, Planning, Civil Engineering, Natural Resources, or Computer Science, with an emphasis in GIS coursework and training AND 1 year of professional GIS experience.
OR
Associates degree in Geographic Information Systems (GIS) or related field such as Geography, Environmental Science, Planning, Civil Engineering, Natural Resources, or Computer Science, with an emphasis in GIS coursework and training AND 5 years of professional GIS experience.
 
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.

Licenses and Certifications
Valid driver's license
 
Desirable Qualifications
Experience with network operating systems and Microsoft Office programs.
Experience with ArcGIS Pro and ArcGIS Online/Portal
Experience with mobile GIS applications such as ArcGIS Field Maps
Experience with python, arcade or model building scripting
Experience reading and discerning CAD construction plans related to public infrastructure projects.
Knowledge of relational database principles and geodatabase design
