The City of La Habra is seeking a strategic, technical, and highly motivated individual to serve as a part-time GIS Technician to support the Information Technology Division. The ideal candidate must be available to work minimum 20 hours per week.

The City of La Habra is located at Orange County’s north-western most corner; La Habra today is 7.3 square miles, with a population of 62,850. A quiet bedroom community, it is conveniently located within an hour’s drive of many beaches, mountains, and desert recreation areas. ABOUT THE DIVISION:

Information Technology (I.T.) is a division within the Finance Department. Our mission is to provide excellent customer service in supporting all of the information technology needs of the City. In addition to providing day-to-day technical support for every City department, I.T. also manages the City’s telecommunications system, included are the VoIP network, cellular phones, and voice-mail system. 

 

ABOUT THE POSITION:

Under general supervision, the GIS Technician performs a variety of difficult and complex technical work related to Geographic Information Systems (GIS) and the development, revision and customization of maps on a computerized mapping system; collects and integrates field-based data for various City assets; creates and maintains geospatial data utilizing the City’s Geographic Information System (GIS) software and enterprise asset management system; collaborates with the City’s GIS team as well as staff from various departments within the City; and assists with developing work plans and daily schedules to meet the goals for the project. 

Examples of Duties

(The following duties represent the principal job duties; however, they are not all inclusive.) 

  • Creates and maintains spatial data in the City’s Enterprise GIS.
  • Applies GIS techniques to develop internal and external reports.
  • Conducts data formatting relating to transit operations analyses.
  • Collects, updates, integrates, and documents geospatial data to existing datasets. 
  • Communicates and collaborates with departments to address and resolve GIS related issues.
  • Prepares and maintains comprehensive records and files.
  • Conducts technical research as required.
  • Performs other related duties. 
Typical Qualifications

Knowledge of:

  • Quantitative data analysis. 
  • Basic principles of mathematics, geography, and cartography.
  • Good communication and organizational skills. 
  • ArcGIS and MS Office applications (Excel, Word, Access etc.). 

 

Skills and Ability to:

  • Operate a computer, calculator, telephone, and other common office equipment.
  • Demonstrate technical skills including critical thinking, analyze data, and research. 
  • Use G.I.S. related software, mapping, spreadsheet and word processing programs.
  • Read and understand technical reports, maps, drawings and specifications.
  • Prepare narrative reports, perform mathematical calculations and sort/file documents.
  • Maintain accurate records.
  • Communicate effectively, both orally and in writing. 
  • Organize and prioritize tasks to meet deadlines. 
  • Demonstrate excellent teamwork and collaboration skills to engage with team members.
  • Establish and maintain effective working relationships with employees, management, utility representatives, contractors, architects, developers, outside agencies, and the public.
Supplemental Information

EDUCATION/TRAINING/EXPERIENCE: 

Education:

Any combination equivalent to experience and training that would provide the required knowledge, skills and abilities would be qualifying.  A typical way to obtain the knowledge, skills and abilities would be:

A Bachelor’s degree from an accredited college or university in Cartography, GIS, Geography or closely related field with minimum two (2) years of work experience working in GIS or related.

Experience: 

Must have hands on work experience using computer software such as ArcGIS, Microsoft Office applications, and others. Thorough knowledge of mapping techniques and methods.

 

Certificates or Licenses:

Valid Class C California Driver’s License, acceptable driving record, and evidence of insurance required.

 

Physical and Mental Demands

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms above and below shoulder level. The employee uses finger dexterity in order to operate computer hardware for extended periods of time. The employee is required to constantly sit and occasionally walk and stand to access counters, work areas and files; stoop, kneel, or crouch to access or place records or files; lift and carry records and documents, typically weighing less than 30 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; perform detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions; and interact with staff, management, developers, contractors, consultants, and the general public.

 

Work Environment

The employee typically works in an office setting. Within the office, the noise level is frequently quiet or moderately quiet. 

 

SPECIAL CONDITIONS:

Public Employee Disaster Service Worker In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
