Information Technology Analyst - Applications & Geographic Information Systems (GIS)

Under direction of the Enterprise Applications Administrator, plans, prepares, and presents customized maps and geographic layouts for use by City departments for public safety, community development, and public works projects and services; provides technical support for City Geographic Information System (GIS) projects and activities; utilizes, implements and supports GIS web-based and customized applications; conducts and maintains GPS data collection; collects and gathers crime analysis information; engages and facilitates database development and maintenance; develops custom maps and conduct data layer updates, maintenance and development; drafts and develops a variety of GIS-related reports, databases, and documents; performs related work as required.
- Plans, implements, manages, and supports complex interdepartmental GIS initiatives and programs within the City.
- Designs and documents GIS/location-based system and database architecture, including scheduling and execution of software upgrades and architectural enhancements.
- Performs oversight and examination of day-to-day administration and maintenance of various enterprise business applications and department/division information technology related operations; manages and oversees software upgrades, software evaluation, migration, data conversion, and leveraging technology to meet City needs.
- Designs, codes, tests, and debugs custom applications; utilizes a variety of programming languages including, HTML, CSS, Visual Basic, .NET, PHP, C++, C#, Java, and JavaScript; monitors and manages operation of City’s datacenter; plans and coordinates datacenter hardware upgrades.
- Plans and designs customized enterprise applications; develops, installs and configures vendor solutions, or modification to existing applications; assists with change management, testing procedures, work plans, integrations, and inventory of current and future enterprise applications; evaluates, researches, implements, trains, supports, and maintains enterprise applications.
- Facilitates and documents business processes to determine user needs for enterprise application solutions.
- Participates in the selection of enterprise applications through communication, demos, testing, feasibility, cost, and vendor negotiation; designs and customizes enterprise applications; develops, installs, and configures vendor solutions; modifies and updates existing applications, as needed.
- Conducts and implements end user training, policies, procedure manuals, and documentation
- Conducts research, provides recommendations, and assists in the development and implementation of goals, objectives, standards, specifications, and policies and procedures relating to City’s GIS activities.
- Generates and develops standard and customized products such as web applications, database projects, maps, and reports for users in all City divisions/departments.
- Creates and presents custom maps and conduct data layer updates; maintains and updates GIS server, map services and GIS web sites prepares public safety maps and Property Preservation Commission Public Hearing maps.
- Supports and assists users and operators of GIS software and/or custom applications.
- Assigns new addresses; generates mailing list as requested; develops and maintains geo-databases.
- Utilizes and employs GIS software to perform informational analysis of location, relationship, trends and proximity of complex features and data through the use and development of case specific queries.
- Develops and generates public safety maps at the request of the Los Angeles County Sheriff’s Department.
- Assists with on-going software conversion and upgrade projects.
- Responds to inquiries from the public, professional planners and other staff regarding zoning ordinances, application procedures, and Planning Commission/City Council actions.
Knowledge of:
- Programming techniques for geographic analysis and applications
- Relational data bases management systems (RDBMS) design and management technologies
- GIS software packages including the ESRI “Arc” suite of products.
- Principles, practices and techniques of ESRI Arc Objects Framework.
- GIS related internet web design and development using ESRI ArcGIS Server, Microsoft ASP.net, and/or Visual Studio.net.
- Cartographic design and production techniques.
- Project management and application development methodologies and tools.
- GPS data collection and processes.
- Database structure and applications.
- Zoning, land base information (i.e. parcel, tract, right-of-way), General Plan, redevelopment programs, and planning laws and regulations.
- City operations and practices.
Ability to:
- Produce a wide variety, and large quantity, of maps for all types of users and needs.
- Write custom applications using languages such as Visual Basic or ASP.net.
- Understand RDBMS protocol and utilize RDBMS tools to create and maintain custom database applications.
- Assist in data maintenance, creation, and basic analysis.
- Meet schedules and timelines.
- Communicate effectively with a wide variety of individuals.
Minimum Qualifications: Education and Experience
- Education: Bachelor's degree in GIS, Geography, Urban Planning, Computer Science, Engineering, or another related field.
- Experience: Two (2) years of experience in GIS-related application development and database design and analysis.
