The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an Information Technology Specialist 4 - Geospatial Application Developer to join our team!
This role will design, develop, and maintain data pipelines using Safe Software’s FME. Additionally, this role will play a key role in supporting ESRI software systems, ensuring geospatial data quality, and providing critical GIS solutions for internal and external stakeholders.
Key Responsibilities:
- GIS Software Support
- Support DOT’s ESRI software suite (ArcGIS Desktop, ArcGIS Enterprise Portal, ArcGIS Online).
- Develop and manage web services, feature layers, and applications.
- Maintain geospatial data in various database formats.
- Create high-quality maps, web maps, and dashboards.
- Evaluate data for quality and accuracy.
- FME Development & Support
- Develop, deploy, and maintain FME Form and FME Flow workspaces.
- Troubleshoot failures and ensure smooth data integration.
- Provide FME technical support and collaborate on geospatial solutions.
- Manage relational database systems, SQL queries, and database design.
- Winter Operations Support
- Support DOT Winter Operations Program.
- Monitor and maintain API connectivity for winter road conditions.
- Troubleshoot connectivity issues and ensure geospatial data quality.
- Geospatial Application Support
- Manage user onboarding and license management for ESRI ARCGIS enterprise and client applications.
- Provide GIS workflow guidance and technical support.
Desired Skills:
- ESRI Desktop GIS (ARCGIS Pro and ArcGIS desktop).
- Knowledge of ESRI enterprise (portal ArcGIS online).
- Ability to map and manage large data sets including Vector and Raster data sets.
- Proficiency in Python for GIS related scripting (ArcGIS notebooks, ArcPy, GeoPandas).
- Experience in automating workflows using scripting and task scheduling.
- Experience in implementing and enforcing data quality control and governance policies.
- Experience working with transportation datasets and translating between different formats.

Background Check Requirements:
- After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
