SUMMARY OF POSITION:

 

Under the general direction of the GIS Manager, the Senior GIS Analyst will assist in the design, data management, application development and maintenance of the City of Seguin Geographic Information System (GIS).  Provides assistance and coordination of drafting, mapping, graphic illustrations, and related report preparation for the city. Assist in coordinating GIS activities among all city departments.

EXAMPLES OF WORK:

• Assist as administrator, coordinates, and manages GIS activities among all city departments.
• Provides GIS technical assistance to all departments.
• Assist in establishing and managing GIS database structure, tables, forms, and reports for GIS data for all departments.
• Assist in the integration of GIS databases, tables, maps, overlays.
• Assist in designing and managing city departmental GIS training procedures.
• Works with city Departments to develop standards, protocols, and conventions; reviews completed work to ensure compliance.
• Assist in coordinating and preparing general plans for the GIS System.
• Provides leadership and direction within the organization.
• Provides technical assistance in database planning, and in creating and improving digital GIS data, drawings, and graphic illustrations.Provides application support for web maps, dashboards, and analytic solutions, which may include issue resolution, training, and/or issue escalation.
• Understands and is proficient in the use of ArcGIS, ArcGIS Server, and SQL Server.
• Assist in the developing/managing the GIS Enterprise architecture within the city's infrastructure including Assessment and Planning, Infrastructure design, Data Management, and Monitoring resources.
• Installs and maintains GIS related software, to include ArcGIS Desktop and ArcGIS Pro, ArcGIS Server.
• Assists in network planning activities for connecting GIS users.
• Assist in developing underlying database schema for support of Tyler Technologies products.
• Assist in updating the Police Dispatch GIS data and maintaining data accuracy.
• Works with object-oriented programming languages, overseeing development of applications for GIS desktop, etcetera.
• Assist in coordinating maintenance of GIS hardware.
• Keeps records of and writes reports on GIS status and progress.
• Assists in identifying Utility Infrastructure which will include collection of data, visual inspections of utility assets, and creating work orders on assets to obtain additional verification from Utility Crew.
• Utility Data Collections is a crew task and will be completed with 2+ individuals.
• Operates equipment used in gathering data for GIS maps (i.e., Breaker Bars, Shovel, Hooks, Hammers to gain access to water / sewer assets).
• Performs related duties as required.

 
Other Important Duties*

•   Observes all safety rules and procedures.
•  Oversight of city owned knowledge base and IT documentation as related to GIS.
•  Performs such other duties as may be assigned.

 
   
ACCEPTABLE EXPERIENCE AND TRAINING: 
Bachelor’s Degree in Geography, Computer Information Systems, Database Administration, or related field, and/or a minimum of five (5) years ArcGIS desktop, ArcServer, Python, SQL, and Microsoft Office Products; or equivalent combination of education and experience. Must pass a pre-employment drug screening and/or post-offer physical exam.
 

CERTIFICATES AND LICENSES REQUIRED:
Valid Texas Driver’s License.
