- Design and implement data integration solutions to efficiently extract, transform, and load (ETL) data from internal and external sources, including SharePoint, Excel, Access, and other data files, ensuring seamless availability in SQL Server or other database systems
- Develop and maintain integrations between web applications and Laserfiche programs, including forms and workflows, to enhance automation and streamline business processes
- Create and support GIS solutions by developing custom scripts and geoprocessing tools within the ESRI suite, with a primary focus on countywide applications and direct responsibility for Emergency Services and 911 support
- Manage and enhance software applications by analyzing requests for new solutions or modifications, designing and coding programs, and implementing enhancements to meet user needs. This includes developing both online and batch processing programs, generating job code languages, and conducting rigorous testing to ensure functionality and accuracy
- Assess and optimize database system architecture by reviewing current logical and physical designs, proposing enhancements to improve performance and scalability, and implementing approved changes in collaboration with stakeholders
- Identify opportunities for process automation to enhance the efficiency of database management and reporting services, reducing manual workload and improving response times
- Develop complex queries and reports to support data analysis and business intelligence needs, collaborating closely with the Applications team to refine data models and document data dictionaries
- Provide user training and technical support, ensuring smooth adoption of new applications and resolving technical issues through troubleshooting and system modifications as needed
Graduation from an accredited four-year college or university with a degree in GIS, management information, computer science, geography, engineering, or related discipline and three (3) years of experience that includes knowledge of ESRI Products (e.g., ArcGIS Desktop/Pro, ArcGIS Server, Model Builder and Arcs DE); or an equivalent combination of education and experience.
Management Preference: Certification in GISP or ESRI technology and experience building web applications.
- Knowledge of Cumberland County’s methods, procedures, and policies as they relate to GIS administration and enterprise system support
- Knowledge of geography, cartography, and GIS technology, including the creation, editing, and management of spatial datasets
- Skilled with expertise in handling multiple data inputs and outputs while ensuring accuracy and efficiency in GIS workflows
- Ability utilize programming languages such as Python, SQL, HTML, JavaScript, and CSS to develop and enhance GIS applications and integrations
- Ability to exhibit proficiency in Microsoft SQL Server and GIS applications commonly used in local government operations
- Ability to apply principles and best practices of GIS application development, including analyzing user requirements, coding and implementing solutions, preparing technical documentation, and providing user support
- Ability to ensure compliance with relevant laws, ordinances, standards, and regulations affecting GIS and data management
- Ability to foster and maintain effective working relationships with internal departments, external agencies, and stakeholders to promote collaboration and the successful implementation of GIS initiatives
