Senior GIS Analyst - FEMA Support

Freese and Nichols is seeking a Senior GIS Analyst to join our team. Though our preference is to have someone in our Raleigh, North Carolina office, we are open to considering people in any of Freese and Nichols' offices. This role will primarily support FEMA Risk MAP (Risk Mapping, Assessment, and planning) projects. The selected candidate will support teams of GIS, engineering, and administrative professionals towards the successful completion of a variety of FEMA Risk MAP objectives.
Primary Objective(s):
- The Senior GIS Analyst is primarily responsible for FEMA Flood Insurance Rate Map (FIRM) production and quality end user adoption for GIS technologies, including tasks such as data collection and development, data QA/QC, map production, and training users on GIS software.
- Independently lead and coordinate tasks within a Risk MAP flood study lifecycle, such as basemap, terrain, FIRM database development, floodplain mapping, preliminary issuance, and post-preliminary processing, and delegate tasks to multiple supporting staff across diverse geographies.
- Perform GIS analytical and geo-processing functions including input, editing, manipulation, management, analysis, and output of spatial and tabular data sets using ArcGIS or other GIS software.
- Develop vector spatial analysis models using ModelBuilder, Python, or other GIS scripting languages.
Functional Responsibilities:
- Support FEMA Mapping Information Platform (MIP) deliverable compilation and review within a flood risk study lifecycle
- Support internal QA/QC of base maps, terrain, flood risk database, floodplain mapping, preliminary production, and post-preliminary processing, in addition to FEMA Quality Reviews
- Prepare written documentation describing methodologies/procedures and prepare exhibits.
- Maintain GIS data and cataloging systems
- Work with users to understand and produce special purpose maps
- Maintain and enhance geospatial data for projects
- Possess the ability to work in a group or independently
- Estimate the manpower, skills and time required to complete tasks
- Potentially facilitate and/or participate at FEMA Risk MAP meetings in support of community engagement activities related to flood risk study lifecycle
- Monitor and maintain Risk MAP study schedules and budgets, including providing input to Earned Value Management reporting
- Develop exhibits, graphics and work products in support of non-FEMA projects across the southeast
Qualifications
- 5+ years of professional technical experience related FEMA's Risk MAP program
- Bachelor's degree in Computer Science, Geography, Science, Engineering Planning, Mathematics or Government or related discipline
- Candidates must possess a strong working knowledge of ArcGIS / ArcInfo products from ESRI along with a solid foundation in cartographic design principals
- Experience with ESRI extensions, including Spatial Analyst and 3D Analyst
- Excellent written and verbal communication skills are imperative
Preferred Qualifications:
- Proficient with ArcGIS Pro
