Senior GIS Analyst / GIS Analyst (Non-Remote)

About the Position

The Senior GIS Analyst is responsible for the operation and maintenance of the District’s Geographic Information System (GIS), field and data collection applications, Outage Management System (OMS), asset management, Meter Data Management System (MDMS), and Work Order Management System (WMS).  Extraction of data from various sources, transforming and cleaning data, loading into centralized data repositories for visualization, analysis, and reporting. This individual will provide a high level of technical support, analytical skills and services to identify, communicate and resolve system issues.

Essential Duties and Responsibilities

  • Assist, create, maintain, and perform GIS workflows including extracting, transforming, and loading data, utilizing GIS software knowledge, and operating tools for data management and analysis.
  • Develop, maintain, monitor, and report on GIS programs, web applications, and mobile data collection systems.
  • Participate in the evaluation and implementation of long-range planning goals relating to the District’s GIS and work order management systems computer hardware and software requirements including database management, upgrades, and licensing.
  • Assess and develop long-term strategic goals for reporting and troubleshooting with data owners and department managers to maintain data consistency and integrity. Identifying data trends within the district’s AMI, SCADA, GIS and OMS data and systems.
  • Participate with key stakeholders to develop effective procedures and policies in accordance with best utility practices regarding systems automation, communications, and reporting.
  • Provides operational management information by collecting, analyzing, and summarizing operating and engineering data and trends.
  • Identify operational issues by observing and studying data from multiple systems, investigate system functions and processes.  Work with department supervisors, operators to complete and troubleshoot procedures. 
  • Monitor AMI System, provide data and recommendations on performance and optimizations.
  • Create dashboards, reports and data stories that meet the requirements of the District’s various departments. 
  • Complete special projects and other duties as assigned to meet department and company goals while actively demonstrating responsibility for achieving the desired outcomes. 
  • Performs ad-hoc data request to enable data-driven decision making.
  • Maintains data consistency and integrity.
  • Working knowledge of metering and billing processes and functions as well as knowledge of electric utility distribution system including energy usage and demand. 
  • Advanced reasoning skills are necessary to extrapolate results and conclusions from data sets. Must understand business functions, department connections, and end results based on system function knowledge of how data is stored and collected. 
  • Possess oral and written communication skills necessary to communicate effectively with co-workers, members, field workers, vendors, and other diverse audiences.

Supervisory Responsibilities:  
This position supervisory responsibilities in the absence of the GIS Supervisor.
 
Education and/or Experience:
Associate or bachelor’s degree in Geographic Information Systems, Computer Science, Information Systems or a related field plus a minimum of four (4) years of related experience. 

Certificates, Licenses, or Registrations:

Must have a valid Driver’s license.  
 
Computer Skills: 
To perform this job successfully, an individual must be proficient in MS Outlook, Excel, and Word. Utility systems data and management experience required. Minimum of two (2) years working with data management tools such as SQL. Experience with ESRIs suite of software, including ArcGIS desktop, ArcGIS Server, ArcGIS Portal and Enterprise. Working understanding of relational database fundamentals and SQL programming skills. 
 
Knowledge is preferred, not required:
Advanced computer and technical skills to operate computer software including NISC iVUE modules, AMI (NetSense), MDMS, SCADA (Survalent), OMS, GIS (ESRI), MS SQL, and Business Intelligence Software.

While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend, reach, use hands to finger, handle, and feel, and sit for extended periods of time.  Occasionally required to lift and carry up to 40 pounds. Required to speak and hear clearly when communicating over the telephone and in person.
 
Work Environment: 
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments.  Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights-of-way.  The noise level in the work environment is moderate.
