What you will do for Harris County Precinct 4 (HCP4)
The GIS Analyst assists with the creation, maintenance, and display of a comprehensive Geographic Information System for Harris County Precinct 4. Work involves high-level GIS map design and generation, spatial analysis, and mapping support for all Precinct 4 departments. The GIS Analyst has frequent contact with County employees and contractors. The GIS Analyst consults with internal and external sources of data on a regular basis.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed:
- Performs complex data analysis using ArcGIS and related extensions/add-ons, relational databases, and other computer software; understands and can apply the capabilities of GIS, databases, and other computer programs to solve complex spatial and relational problems.
- Designs and implements custom applications both for desktop and mobile devices.
- Serves as a working project manager for projects and programs.
- Provides GIS-related training and coaching for staff.
- Assigns and monitors GIS-related tasks to consultants.
- Participates in software selection and implementation process, including software evaluation, requirements gathering, workflow analysis, system implementation, testing, and training.
- Creates maps, spreadsheets, graphs, and other analytical products in response to requests from staff, consultants, and the public.
- Prioritizes multiple tasks effectively and sees them through to completion.
- Performs other related duties as assigned.

Education and Experience:
-
Bachelor’s degree with major coursework in Geographic Information Systems, Geography, Computer Science, Transportation, Urban Planning, or a closely related field from an ABET-accredited college or university

Three (3) years of experience in performing GIS
OR:
-
Six (6) years of experience in performing GIS

Licensure:

Texas driver’s license and a good driving record
Knowledge, Skills and Abilities:
- Proficient use of Microsoft Office Professional (Excel, and Access), Microsoft Windows, Internet, and computer networks.
- Ability to create Access databases.
- Ability to develop quality control activities.
- Designing major map projects for planning and spatial analysis utilizing a variety of datasets.
- Familiarity with GIS data governance and best practices.
- Demonstrates strong problem-solving and communication abilities.

Experience:

Three (3) years of experience in the use of ArcGIS Desktop and its related extensions and relational databases. (preferred)

Demonstrated experience designing custom applications with relevant programming languages. (preferred)

Experience performing spatial analysis and representation of data in maps. (preferred)

Experience independently creating databases for new data including assigning attributes and determining geometry type and data layout. (preferred)

Experience importing GIS data from other sources and editing and maintaining existing GIS data. (preferred)

Experience creating other data formats (shape files, etc.) from existing data. (preferred)

Experience identifying and executing specific queries in response to analysis of a problem. (preferred)

Work Environment and Physical Demands:
- This job operates in both office and field settings.
- This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and printers.
- Noise level in the work environment is usually average.
- This job also requires travel within Harris County to interface with community members, visit construction sites, and sometimes light labor work in support of field or emergency personnel.
- This job would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
- This job will also require traveling to and walking around job sites, community centers, and office buildings.
- Physical ability to perform job duties including walking, bending, climbing, and standing for extended periods of time.
- Ability to work in inclement weather and confined areas.
- Must regularly lift and/or move at least twenty (20) pounds.
