MAJOR FUNCTIONS

This position is designed to oversee the City’s Geographic Information System (GIS) Division located within the Public Works Department. The position is under the general leadership and guidance of the Director of Public Works. The position oversees all related GIS programs, including special GIS support management to the CityWorks program. The position coordinates the collection, management and integration of all existing and new GIS applications, including spatial and non-spatial database design and the development of client-server and web-based user interfaces. The Senior GIS Specialist is responsible for the continued development and implementation of City policy concerning GIS functions supporting CityWorks and other information platforms affecting many initiatives.  

The Senior GIS Specialist is responsible for coordinating Citywide standards that meet or exceed the Florida State E911 Plan (E911), as required, and also all E911 infrastructure-related activities among all City public safety answering points (PSAPS), emergency service agencies and equipment service providers to ensure that the system performs smoothly, reliably and efficiently. This high-level position also involves working with the IT Division to develop and maintain the city’s ArcGIS and CityWorks Systems.

 

This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).

  • Establish, maintain and oversee the GIS division, ensuring the appropriate staffing, supervision and training of the team members involved in this function.
  • Create and manage City GIS data within both local and cloud-based geodatabases.
  • Gather, manage, research, and integrate authoritative GIS data into the CityWorks system for asset management.
  • Host digital interactive maps utilizing geographic data and other relevant data sources related to utilities, roads, addresses, city boundaries and land development.
  • Support the Planning Department with addressing tasks - assignment, confirmation and research. 
  • Performs technical and supervisory duties involving the application of advanced technical software implementation that integrates historical geographic information inputs for existing infrastructure
  • Design wall and book maps showing the spatial distribution of various kinds of data for city planning, city services and the CityWorks Program.
  • Perform annual/semi-annual city data submission to federal and state agencies.
  • Collaborate with Bay County Addressing and E911 Coordinators to avoid duplication and maintain consistent street names and addresses while supporting NG9-1-1 initiatives.
  • Geo-reference drawings and maps to extract data for the CityWorks program. 
  • Oversee tasks to convert paper maps and drawings into digital formats for computer processing and storage.
  • Perform data mining and munge tasks.
  • Oversee a digital library of geographic maps and data in multiple file formats.
  • Collaborate with the City surveyor with tasks involving utility location and property boundaries and legal descriptions.
  • Continuously update and enhance knowledge of ArcGIS, CityWorks and GIS trends and innovations.
  • Track pavement conditions, traffic signs/signals, guardrails, sidewalks and stormwater inlet structures, as well as other City roadway-related assets. 
  • Approach daily tasks with a team player and problem-solving approach.
  • Ensures the design of digital maps using geographic data and other data sources related to streets, sidewalks, storm drainage systems and utilities.
  • Oversee the creation of "shapefiles" to merge topographical data with external data by layering external data over a topographical map.
  • Manage analyst spatial data using established workflows and methods, including coordinating geometry and other heads-up digitizing methods. 
  • Assist in scheduling citywide construction-related activities to minimize pavement cuts and disruption within the same area by combining infrastructure repair and maintenance activities within the same period.
  • Supports the See-Click-Fix program by empowering customers and employees to identify, report and collaborate on issues associated with City infrastructure. 
  • Maintains and continually upgrades knowledge of CityWorks and GIS functionality, principles, and practices. Stay abreast of new trends and innovations in the field of GIS, database design, and related hardware and software. 
  • Performs other duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Ability to manage an ArcGIS Online organization with multiple user types, groups and editing permissions.
  • Knowledge of geodatabase management, Enterprise and versioned editing.
  • Ability to create and host feature classes, maps, and apps in ArcGIS Online (such as ArcGIS FieldMaps and ArcGIS Experience Builder).
  • Conduct advanced geoprocessing operations, database queries, and map layouts in ArcGIS Pro.
  • Define project requirements, data needs, GIS deliverables and applications.
  • Operate GNSS/GPS equipment in the field to identify and collect location of utility assets.
  • Proficient with database programming languages such as SQL or Python.
  • Ability to understand and interpret information from plat maps, survey drawings, construction plans, and legal descriptions (such as easements and city ordinances).
  • Understand coordinate systems, map projections, and transformations.
  • Strong skills in communicating both verbally and in writing in a professional, courteous and team-focused manner with all departments, leadership, outside agencies and the general public.
  • Skill in researching, compiling and summarizing statistical data and related materials.
  • Capable of working independently while also leading and being a member of a team in an effective, cooperative and positive manner.  
  • Ability to establish and maintain positive, cooperative, team-focused and effective working relationships with team members, other departments, leaders, contractors, consultants and the general public.
  • Proficient in using CityWorks software to perform design tasks, including connecting GIS service resources and configuring assets.
  • Ability to understand and follow complex and technical written and oral instructions.
  • Ability to utilize Microsoft Office Suite (Word, Excel, Outlook, etc), ArcGIS and CityWorks software.
  • Ability to manage multiple projects that may overlap in scope or subject.
  • · Knowledge of the operations and technology of the NG9-1-1 system, including federal, state and local laws, rules, regulations and procedures.
  • · Outstanding quantitative skills.
  • · Attention to detail, good problem-solving skills and an analytical mindset.
  • Skilled and experienced with GPS measuring tools
  • Strong skills in communicating both verbally and in writing in a professional, courteous and team-focused manner with other departments, leadership, other agencies and the general public.  
  • Ability to utilize proper sentence structure, punctuation, grammar and professional written communications in various formats.
  • Proficiency with front-end design languages such as HTML, CSS, JavaScript and various mapping languages.
  • Ability to understand and interpret information from plats, survey drawings and construction plans.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in geography information systems, computer science, computer information management, engineering science, urban and regional planning or a related field. 
  • Geography, Information System Management or a closely related field with major course work in GIS or equivalent academic credentials related to the field of GIS
  • Two (2) years of technical or professional experience, including database design and microcomputer application development or an equivalent combination of training and experience. 
  • Five (5) years of experience in using GIS technology in developing and maintaining a multi-user geographic information system. 
  • Two (2) years of experience using CityWorks technology preferred.
  • Geographic Information Systems Professional (GISP) preferred. 
  • Esri ArcGIS Desktop Professional (EADP) is preferred.
  • Valid Driver’s License.
