Sr. Cadastral Technician

THE OPPORTUNITY
The Senior Cadastral Technician is the advanced journey level in the Cadastral Technician Series. The incumbent will perform complex mapping and researching duties; prepare and maintain County assessment parcel maps; serve as a lead worker to ensure quality assignments are completed in a timely manner. The Senior Cadastral Technician will be:

  • Using a Computer-Aided Design/Geographic Information System (CAD/GIS) workstation to prepare, update, and revise maps to create accurate boundaries, configurations, and parcel areas; handling complex boundary, municipality, assessment district, and tax rate area changes alongside routine tasks. 
  • Conducting extensive title searches to determine ownership on problem or questioned properties; interprets legal descriptions from recorded documents.
  • Instructing subordinate technicians in creating and updating maps, while preparing the more difficult maps to indicate annexations and boundary changes of public agency lands, zones, tax codes, special project maps, and official assessment maps.
  • Assisting supervisor by overseeing staff work, approving outputs, and ensuring quality and adherence to deadlines. 
  • Using a Computer-Aided Design/Geographic Information System (CAD/GIS) workstation to review technical map work by cadastral technicians from subdivisions of tract maps, parcel maps, or deeds and determine and input (or approve input of) assessment data for appraisals. 
  • Analyzing problems and providing information to other divisions, the public, and outside agencies on boundaries, right-of-way, easements, and issues related to title, boundary lines and assessment practices. 
    Interpreting relevant policies, procedures, codes, and laws clearly. 
  • Checking projects for required recordation approval and forwarding assessment information to the appropriate office.
  • Checking plans submitted by the public requesting separate assessments on condominiums, co-operative apartment complexes, and time-share properties.
  • Determining property owners' eligibility for tax exemption on lands dedicated to the County or city for public use.
  • Checking and changing maps to update tax rate areas and boundaries of final annexations to cities and districts as approved.
  • Preparing and submitting routine technical reports as required.
  • Operating a variety of office equipment including computer, plotter, scanner, printer, copier, calculator, fax machine, drafting tools, etc.
  • May perform duties of supervisor in their absence. 
  • Perform other duties as assigned.

QUALIFICATION REQUIREMENTS

The ideal candidate will possess a minimum of three (3) years’ experience as a Cadastral Technician II in the County of Orange Assessor's Office or three (3) years of comparable work experience in other government Assessor's Offices. 
 
In addition, the ideal candidate will possess extensive professional work experience and/or knowledge in the following core competencies:
