A Master’s degree is preferred. At minimum, the incumbent will have a bachelor’s degree in addition to 7 years of applicable professional experience handling a combination of system administration, software development, cadastral, utility, engineering, or comparable land-based work responsibilities with a spatial analysis context. Must be able to supply written proof of completion for all course work and/or degrees that are being used to satisfy the minimum education requirements.

The Senior GIS Systems Engineer performs advanced strategic, business, technical and developmental duties related to the implementation and support of all Geographic Information System (GIS) operations at Richland County.

Works with other staff, including developers, database administrators, analysts and others to design, implement and manage spatial and non-spatial solutions. Provides support to other geospatial staff, including the development of standards and technical procedures.

Utilizes knowledge from various disciplines, including: project management, database development, application development, and advanced geospatial analysis. Translates user needs into complete solutions. Designs systems for use in geographic information data entry, report production and analysis. This may involve new solutions or incorporating functions into existing systems.
