Purpose of Classification

Purpose of ClassificationThe purpose of this classification is to coordinate projects involving use of the City's Geographic Information System (GIS) for the Utility Department.

Essential Functions

Essential FunctionsThe following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
Operates Geographical Information System (GIS); serves as technical lead person for coordination of various GIS projects within the Utility Department; conducts GIS programming and configuration as needed
 
 Performs technical project management for internal GIS projects; assists with specific project development by coordinating GIS activities to complete projects within established goals and constraints; conducts project meetings; determines schedules/timelines for GIS project management; maintains GIS status reports on projects.Inputs as-built data into the Utility GIS database, interpret design and construction plans, blueprints, engineering maps, civil engineering plans and specifications. Receives and formats data records and/or facilitates the transfer of electronic files into Geographic Information System (GIS) from CAD database.Creates, maintains, and updates GIS databases; creates and edits GIS data; performs GIS data/metadata management; provides quality control for GIS databases; develops digital standards for Utility GIS databases; converts data to/from GIS databases; produces GIS products including, but not limited to, layers, shape files, custom on-demand maps, online web maps, and applications.
 Operates hand-held GPS data collection devices. Trains office and field staff how to use GIS and best practices for data collection data.
 
Provides customer support, training, and technical support in GIS operations or related issues; provides GIS presentations including educating users on the capabilities of GIS systems.
 
 Prepares or completes various forms, reports, correspondence, transmittals, project schedules, project status reports, agendas, graphics files, charts, spreadsheets, or other documents.
 
 Receives various forms, reports, correspondence, property lists, property data, zoning and land use data, street name/address data, invoices, project schedules, on-line resources, computer manuals, ordinances, maps, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
 
 Operates a personal computer, Microsoft Office suite of applications, GIS workstation, printer, copier, plotter, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, graphics, geographical information system (GIS), computerized mapping, email, Internet, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
 
 Communicates with supervisor, employees, other departments, users, user groups, consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
 
 Attends various meetings as needed.
 
 Maintains an awareness of new technologies, products, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
 
ADDITIONAL FUNCTIONS
 
 Operates a motor vehicle to attend meetings or conduct other work activities.
 
 Performs general/clerical tasks, which may include printing copies of maps, transmitting maps and digital data, maintaining calendar of department activities, typing documents, making copies, sending/receiving faxes, ordering supplies, or filing documentation.
 
Occasional field work to assist field staff with data collection activities and troubleshooting.
 
 Provides assistance to other employees or departments as needed.

Minimum Qualifications

Minimum QualificationsBachelor's degree from an accredited college or university in Geography, Geomatics, Urban and Regional Planning, Engineering, or closely related field; supplemented by three (3) years previous experience and/or training with ESRI ArcGIS 10.1 or higher, Microsoft SQL Server, creating and maintaining ArcGIS for Server services, online web maps, and applications.
 
 Must possess and maintain a valid Florida driver's license.
 
 PREFERRED QUALIFICATIONS
 
Geographic Information Systems Professional (GISP) certification from the GIS Certification Institute (GISCI) is preferred.

  • Knowledge of current GIS standards and procedures.
  • Knowledge of current GIS systems methodologies, techniques, programming, and tools.
  • Knowledge of current GIS data and process modeling techniques.
  • Knowledge of ArcSDE, ArcGIS Server, and SQL Server, Model Builder, Python.
  • Knowledge of relational database management systems and technologies.
  • Knowledge of graphical user interface (GUI) design.
  • Knowledge of, and proficiency using, personal computers and office productivity software (word processing, spreadsheets, and other software typical to the office work environment).
  • Ability to author/produce high quality geofiles, maps, and other representations of spatial data.
  • Ability to create high quality interactive web maps and applications.
  • Ability/proficiency to write queries to extract data from relational databases, alter tables, create views, and create triggers.
  • Ability to import GPS data into geodatabases and multiuser ArcSDE geodatabases.
  • Ability to read and interpret design or construction plans; assess and understand user needs and prepare reports to meet those needs;
  • Ability to use AutoCAD or MicroStation to convert data to/from GIS.
  • Ability to effectively manage projects by outlining project requirements, organizing meetings, establishing milestones, creating schedules, providing status reports, communicating with clients, and adhering to schedules.
  • Ability to establish and maintain effective working relationships with the general public, co-workers, and city officials.
  • Ability to successfully diagnose and resolve customer issues associated with ArcGIS Desktop, and ArcGIS Online.
  • Ability to train others in various aspects of GIS technology.
  • Ability to express oneself clearly and concisely, both orally and in writing.
  • Ability to maintain regular and punctual attendance.

 
 
Physical and Sensory Requirements / Environmental Factors
 Physical Ability:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight 10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
 
 Sensory Requirements:  tasks require the ability to perceive and discriminate visual cues or signals.  Some tasks require the ability to communicate orally.
 
 Environmental Factors:  Performance of essential functions may require exposure to adverse environmental conditions, such as traffic hazards.
